Chapter 1
THE PROBLEM AND ITS BACKGROUND

Introduction In today's culture, most of the people here in the philippines is poor and want to save money to buy food for everyday. In post-paid system, there is no control in the use of water from the consumer’s side. There is a lot of wastage of water consumption in the consumer’s side due to lack of planning of electrical consumption in an efficient way. The prepaid system is like a mobile phone for which credit is purchased in advance of service use. The purchased credit is used to pay for mobile phone services at the point the service is accessed or consumed. If there is no available credit then access to the requested service is denied by the network server. Users are able to top up their credit at any time using a variety of payment mechanisms.
In a purpose to overcome any kind of problem that customers face, this project will shed the lights on this System which is the Prepaid Water Consumption (PWC). This project simplifies the method of paying the water bill and is more favourable when compared to conventional postpaid billing systems.
The PWC with Mobile Based Control System is implemented mainly using an arduino, GSM module and valve. Customers can avail from the server the amount of wattage that the customer wants. Then the arduino reads the wattage and cuts off the water by closing its valve when the credit ends, but when the consumer subscribe and reloads the credit in arduino by the server, the valve will reopen.
