TOPIC: The limited access to schools in Singapore among poorer foreign students.
The access to education in Singapore becomes increasingly difficult for comparatively poorer foreign students.
REASONS FOR THE PROBLEM
Due to the excessive foreign students entering Singapore, the government raised the school fees for foreigners to place financial pressure on them, those who cannot afford will leave and the rich will stay.
DIAGRAMS BELOW SERVING AS EVIDENCE FOR THE INCREASE IN SCHOOL FEES
[pic](FIG1.1)[pic](FIG 1.2)
School fees doubled from 2008 to 2013, from $550 to $1027. While locals enjoy $ $13.50 each month(From MOE official website).

IMPACT

(FIG 1.3 Showing declining Old age support ratio)

SOLUTION
Only scholarships are given to foreigners get it.

It is difficult to make change for immigration policies such as giving PR to help foreigners as it will affect the population of Singapore. Hence I would focus on preventing current dilemma to happen in future.

I suggest making use of companies’ overseas branches and investments in developing countries to establish schools operate by Singapore teachers and open to both Singaporeans and locals of hosting city.

General plan:

REASONS
To find alternatives for foreigners to engage in Singapore style education so that their education is not affected by financial issues.

FEASIBILITY
Students enjoy high quality education, while Singapore gains skilled labor to increase its economy’s capacity.

My plan may be vague and students may not work for Singapore

Information like whether student needs someone to look after his/her children (child support) or if there is a language barrier, in which case relevant pictures/information boards need to be provided during the course to help explain.…

Students are affected by this increase because they are forced to take out larger loans, work full time or may even have to take fewer classes. They face opportunity costs because they are willing to sacrifice working for school hoping that school will help them more in the end. This increase not only affects the student, but the parents as well, that means that taxpayers are subsidizing a smaller share of the cost of their state universities, while students and their parents are paying an even larger slice. State funding now accounts for about 36% of revenues at public colleges, down from 45% in 1980, while tuition accounts for 19% of state university revenue, up from 13% twenty years ago.…

Prices have been constantly rising and no one knows how high the prices will be in the future. Geographic Location & Workforce - The geographical location is a critical qualitative factor as the country is situated in close proximity to Malaysia and Indonesia. These economies offer viable opportunities for multinational corporations and Singapore serves as the access route to these markets. The prime geographic location is supplemented by the fact that Singapore has an increasingly well educated and disciplined labour force . This social stability is built upon a solid foundation as strategic policies aimed at attracting investment resulted in the enactment of strict legislation designed to minimize labour-management conflict.…
