INTRODUCTION
The process of public administration consists of the actions involved in effecting the intent or desire of a government. It is thus the continuously active, “business” part of government, concerned with carrying out the law, as made by legislative bodies (or other authoritative agents) and interpreted by courts, through the processes of organization and management.
Some of the framers of the U.S. constitution and some early U.S. political leaders—for example, Alexander Hamilton and Thomas Jefferson—gave attention to problems of public administration and wrote on them in ways that foreshadowed later developments. Indeed, there is no sharp point in history where the story of Public Administration begins. However, an essay by the then young Woodrow Wilson (1887) is often taken as the symbolic beginning. Certainly it was a remarkable essay in its perceptiveness, persuasiveness, and influence.
Wilson’s basic postulate was that “it is getting to be harder to run a constitution than to frame one” ([1887] 1953, p. 67). Up to the nineteenth century, he noted, the predominant concerns of the study of governmental affairs were political philosophy, constitutional arrangements, and lawmaking.

Also important to the rise of Public Administration was the rise to self-consciousness of the discipline of political science, evidenced by the creation of the American Political Science Association in 1903. It is important that almost without exception those who might be called the founding fathers of Public

The early 1800s were a difficult time for the American people; they had just won their independence from Britain hardly more than twenty or thirty years prior, and the threat of failure still loomed large. The Federalist Party sought to destroy the threat of failure by strengthening the United States’ central government. As Alexander Hamilton said, “A firm Union will be of the utmost moment to the peace and liberty of the states, as a barrier against domestic faction and insurrection.” In Hamilton’s mind, strengthening the central government would ensure freedom for every American citizen by uniting the people to think and speak with a single voice. Hamilton had witnessed firsthand the political and economic confusion caused by states’ conflicting interests and corrupt taxation policies under the Articles of Confederation. He realized that the only way for the Union to survive and prosper was for the Federal government to take control of the country’s political and economic decision-making. With a strong Federal power in place, troublesome interstate conflicts could be solved swiftly and decisively, before they gained…

Woodrow Wilson is considered by many the founder of Public Administration. Wilson has made major impact on how society views public administration in America. On the study of public administration it was combined with Political Science in the United States, but Wilson believes that public administration should be separated and have it own field of study. The field of political science is the study of theory and practice of politics and the government. At international, national, state, and local levels. In contrast, public administration studies the decision and the administration of projects in government, and how they exhibit.…

Rosenbloom finds that conflict between constitutional goals and those of public administrative agencies exist. Finding an accurate diagnosis of why posing a tension between constitutional contractarianism and public administration incrementalism and then correctly explaining how administrative law fits into contemporary US constitutional government is often riddled with complex problems that consist of untested, flawed, or ill-conceived reforms in the public sector.…

As time passes by we start to realize that everything is connected somehow. Even in history one thing leads to another, a domino effect. However, politics makes it impossible to have one answer to a simple question. Whether there is no answer, one answer, or two answers there is always opposition and consequences of those decisions. The impact of those decisions can either be seen right away or gradually build. Throughout the course of history, policies have been introduced, decisions have been taken, disagreements have been made, ideals have been questioned, concerns have risen, but the political system has lived through it all. A time period that became a critical period in shaping America’s political system was the Federalist Era while before that the Articles of Confederation displayed their significance.…
