Compared to other states The power of Texas Governor is catalogized as one of the weakest in the U.S. The authors of the Texas Constitution purposely created a restrictive and limited control of the Governor. Some states Governors have additional responsibilities of appointing judges, where in Texas they are elected. Texas Governors has the power to veto a line or a section of a bill. Surprisingly, not even the president of the United States has the authority to issue a line veto. A plural executive model was created this way to prevent any violations or abuse of powers of the Texas Constitution

The way how the offices are elected and how the plural executive model governs is considered more democratic than the single executive model. A plural executive is a group of agencies that administer the State which requires a compromise of each commissioner. The single model or federal model is run by of one person, who selects a person to run each agency which can develop into an abuse of power.
There are several reasons why the plural executive model can be considered effective and accountable. First in the way how a plural executive mode is elected. The governor has no intervention in the selection of the personnel of the independent agencies. Second, the way how these independent organizations administer the states. These institutions do not answer to the governor, and they may not run the Governor's same agenda. One can believe that the plural executive model can lead to a more efficient and accountable
