The Ombudsman and his Deputies
THE OMBUDSMAN AND HIS DEPUTIES, as protectors of the people shall act promptly on complaints filed in any form or manner against officers or employees of the Government, or of any subdivision, agency or instrumentality thereof, including government-owned or controlled corporations, and enforce their administrative, civil and criminal liability in every case where the evidence warrants in order to promote efficient service by the Government to the people (Section 13, R.A. No. 6770; see also Section 12 Article XI of the 1987 Constitution). The Ombudsman shall give priority to complaints filed against high ranking government officials and/or those occupying supervisory positions, complaints involving grave offenses as well as complaints involving large sums of money and/or properties (Sec. 15, R.A. No. 6770). Mission
As protectors of the people, we shall endeavor, in cooperation with all sectors of the Filipino society, to promote integrity and efficiency and high ethical standards in public service through proactive approaches in graft prevention and public assistance, prompt investigation of complaints and aggressive prosecution of cases filed against erring public officials and employees.
Learning and understanding of the power and protection of the people by the
Onbudsmans againts high level ranking of government officials and the low level officers
of the governments from graft and corruption practices. Had tremendeously improved
my understanding and knowledge of how the law works,how the power of
constitution is a written limitation of the power of the state it is not a grant of state
power.The fear it is that the government my turn trynaticall againts its own
citizens.like what hitler did that killed millions of jews and other races,so do stalin in
account of 40 millions russians had died under his rules. So reflecting this fear,our
contitutions specifically provides in the declaration of state policy.SEC1:” Soverignty
recides in the people,all government authority eminates from them. If there is
doubt,the doubt must be resolved in the favor of the right of the citizens againts the
power of the state.
Corruption and governance lie on two ends of a sociopolitical continuum.
Where good governance (as a subset of governance) is meant to serve the public interest,
corruption through the use of public office and resources, serves the narrow interests of
family, associates and friends, and the selfinterest of those who hold public office.
Where governance upholds transparency and accountability, corruption operates through
discreet ways and encourages decisions that are made outside of the official chambers
and offices. Governance is rulesbound and is predictable; corruption skirts around the
rules set forth by democratic institutions and makes arbitrary decisions. Governance has
become the bible of Weberian managers seeking the one best way to run the affairs of
society using transparent and accountable mechanisms; however, corruption continues to
challenge scholars, policy makers, and development players achieve fairness, equity, and
optimum efficiency in the delivery of the common good. The normative perspective
holds that good governance does not or cannot tolerate corruption because the latter is
