Personnel Changes In Police Organizations
The first perspective is changes in personnel have changed nothing. Basically the officer is shaped by the job rather than the officer shaping the job. The second perspective is do these personnel changes have an effect on competency of officers, police community relations, and the effect of the police organization. Sklansky concluded that in general there is no research evidence to suggest that minority officers differ in behavior from non-minority. He noted that culture within the organization and socialization overrides any effect that officers may have.
