Personal Narrative: Growing Up In Ghana
Growing up in Ghana in the mid-nineties was a very challenging moment of my life. The West African country was recovering from an economic recession mainly attributed to series coup d’états that destabilized the economy and crippled most state institutions. These coup d’états, to an extent, left the country that once championed the emancipation of Africa in a deplorable state; a state of despair, hopelessness and economic hardship. The then government –National Democratic Congress – implemented strenuous public policies with the goal to place the country back on sound economic and social footing. I recall, one of the fiscal policies that had an enormous impact on living standards and businesses was the Valued Added Tax Act. This policy mandated …show more content…
Prices of goods and services – including my favorite goodies – surged. This reminds me of an incident that occurred during this era, emphasizing my personal experience of the stunning price hikes. I once went to a grocery store to purchase an item. But to my utmost surprise, the size of the item was much smaller. The seller had intentionally decreased the size of the item to offset the additional cost incurred from the increment in taxes. Upon seeing the expression of disappointment and disbelief on my face like a map, the seller responded frustratingly, “Kotey, the NDC government has imposed VAT on everything; it is killing us.” I stood there stiff and speechless as a simple question run through my brain, “What is VAT and how does that concern me?” Since that day, I followed the implementation process of most public policies and pro-poor programs, trying to decipher the spinoff effects on citizens – especially in deprived areas –welfare. And I was, still I’m, fascinated of how these economic policies dictate the pace in local, regional and national economic development. Indeed, these practical experiences points to the genesis of my passion to study Economics.     The authors strive to educate and inform the reader on policies and promises that are not allows in line with the principles that the authors advocate for. For example, the concepts of free education, free medical care, or free housing are as the authors state “deceptive.” Everything that is consumed whether from the private or public sector requires production and delivery in some form and this is never free. The authors make this point very clear in relation to political promises that use the word free, but they also understand that “politicians have an incentive to conceal the cost of government.” The book as a whole has an underlying critical tone towards government involvement that I as a student of public policy found to be useful. However that is not to say that the authors do not recognize the “powerful force for prosperity” that government can be when “constrained with proper boundaries.” I believe this aspect of the book helps strengthen the content.     In chapter 12, the key event to me was when Claudia and Finn talked to each other through the keys. I felt many emotions when reading their interaction one of them being happy. I felt happy when they talked to each other because it was a turning point in the story in my opinion. I also felt surprised because at first, I thought by having two keys, there would be a lock that would need both keys to hear and speak to each other. I also felt confused by the way they conversed; How could they now hear each other but not before. I think by having one key being touched, the other key can hear because on page 153 Claudia says she breathed and rubbed on the key making it warm and on page 154 Finn says when he touches the key it's warm.I like the way the author wrote the scene from both perspectives, it gave us the readers a clearer understanding of how both Finn and Claudia felt.
