Introduction The principal objective of payment, clearing and settlement arrangements is to facilitate transactions between economic agents and to support the efficient allocation of resources in the economy. Market infrastructure for payments and financial instruments represents one of the three core components of the financial system, together with markets and institutions.

A central bank has a direct interest in the prudent design and management of market infrastructure operating in its currency. The smooth functioning of market infrastructure for payments and financial instruments is a crucial element of a sound currency and is essential to the conduct of monetary policy. Safe, reliable and efficient market infrastructure for payments is crucial to the maintenance of stability in the banking sector and the financial system in general.
