It would appear from the information provided that there are grounds for the Local Authority to apply for an Anti Social Behaviour (A.S.B.O) in regards to Barry Evans.
Barry has had gang members at his residence late at night; playing loud music, and throwing bottles and food from a window.
This is causing alarm and distress to Mr. Jones who lives next door.
Barry is 15 years old. The minimum age for a person to be issued with an A.S.B.O is 10. This is stated in Section 1(1) of the Crime and Disorder Act 1998.
Section 1(1)(a) of the Crime and Disorder Act 1998 refers to if the person has acted in an anti social manner that caused harassment; alarm or distress to one or more persons not of the same house hold.

Section 31(2)(ii) of the Children Act 1998 refers to if the child is question is beyond parental control.
Mr. Jones complained to Mrs. Evans ; Barry’s mother that Barry allows gang members into the Evan’s home and plays loud music in the middle of the night disturbing Mr. Jones baby’s sleep. When Mrs. Evans attempted to discuss the situation with Barry; Barry’s response was
“Stop trying to run my life, I’ll do whatever I want”
Barry than ran out of the house and did not return for three days. Barry frequently disappears for days at a time; and also fails to attend school for days at a time with no explanation. Barry’s school contacted Mrs. Evans expressing concerns over Barry’s lack of attendance. Mrs. Evans explained the lack of attendance was due to Barry staying with his father and Mrs. Evans would not have any contact with Barry’s
