JOB SATISFACTION: A NURSE’S TALE AT THE SOUTH-WEST REGIONAL HEALTH AUTHORITY (SWRHA) ABSTRACT

“Managers must understand the key to maintain their personnel are job satisfaction and expectations. If these are not met, they will eventually face turnover. Do not focus on external factors because you will soon be blind by the internal which are essentially destroying the team”. Michael Sotelo.

Employees are the most valuable asset in an organization and employee job satisfaction is integral to the working environment as it affects behaviours which in turn can contribute to the overall organizational performance. Over the years, staff shortages in Nursing have been plaguing the Trinidad and Tobago Public Health Care System. These shortages have adversely impacted patient care and the public confidence in the system. Issues affecting Nursing are currently a topic of discussion in every media outlet within the last couple of month as high nursing turnover, staff absenteeism, job stress and job dissatisfaction are some of the issues being raised. Through face to face interviews with nursing staff, information provided by news reports, research done by the organization and academic reading materials, this paper aims to show how job satisfaction, from a Nursing point of view, is a critical issue that is affecting organizational performance with specific reference to the South-West Regional Health Authority (SWRHA).

“True motivation comes from achievement, personal development, job satisfaction and recognition”. Frederick Herzberg. When a person is truly satisfied with his/her job they are what is termed to as having a ‘high job satisfaction’. This however is a bit difficult to determine as most people acknowledge satisfaction in many ways. At the South-West Regional Health Authority (SWRHA), this topic seems to be at the tip of many Nursing personnel tongues and has even attracted an audience via the media nationwide.

The SWRHA is one of five (5) Regional Health Authorities under the Ministry of Health that was created under the Act of Parliament in 1994 as a means of decentralizing the management of the Health Care System. This Health Authority covers one third of the overall population of Trinidad and Tobago with an average of over 600,000 persons accessing services annually. There are two (2) hospitals, three (3) District Health Facilities and thirty-three (33) Extended Care, Out Reach and Health Centres spread throughout the South-West Region covering the catchment areas of Freeport to Tabaquite to Moruga to Icacos (See Appendix 1). There are three main topics under Organisational Behaviour at the SWRHA that can impact job satisfaction:

Structure
The SWRHA organisational structure is set up specifically to accomplish the overall goal of the Regional Health Authorities and by extension the Ministry of Health by utilizing the Functional Structure. This structure allows each portion of the organization to be grouped according to its purpose eg Finance, Human Resources, Policy Planning & Research, Medical, Allied Health, Operations and of course Nursing. Overall these groups are managed by a Chief Executive Officer who is governed by a Board of Directors selected by the Minister of Health.
