An Information System is a system that combines information technology, people, and data to support business requirements. It handles daily business transactions with result to improving company productivity. It also helps the managers to make sound decision that concerns the operation of the business. [FLOR2010] The major components to accomplish the specific transaction that will represent information are People, Machine and Method. It depends on the manual transaction and concerned in providing information on the particular situation or problem. A transaction process system (TPS) is an information processing system for business transactions involving the collection, modification and retrieval of all transaction data. Characteristics of a TPS include performance, reliability and consistency. [TECH2012] TPS process every detailed data that will update records about a particular transaction of the company and should follow the procedures of the business. Those procedures are like routine being done repeatedly. It is more efficient and effective when the users need to retrieve, modify and store a certain data on computer system in a minimal period of time. Once the information stored into the database. It is more accessible compare on grouping all the transaction and processes them in a bulk. MSL star is one example of a company that uses TPS. MSL Stars is using Microsoft excel to store all the information, requirements and condition of the applicant. And Microsoft Word for creating a list of qualified applicant on specific job position that will send to the client through With the increase of number of applicant every day, the company procedure fail to simplify ordinary task such as; monitoring and updating data and status. Even searching and filtering of applicant’s data and status takes time. Also in monitoring the applicant there is also a black listed or those people who didn’t take seriously are recorded and credential of the applicant is also recorded that takes lot of time. In maximizing their work in an efficient and effective way for job placement they need to make use of the World Wide Web. Through the use of the Internet it is possible to increase the percentage of recruitment of an applicant and in the same time the process of storing, modifying and retrieving the data can be access immediately. Thus, circumstances mentioned above produce by our research led us to create an online recruitment that will optimize their work especially when it comes in recruiting through walk-in and an online system that has the capable to recruit and pool potential applicant. Online recruitment uses the power of the internet to match people to jobs. Fundamentally, it is about advertising vacancies on either job sites or corporate websites. At this very basic level it is particularly effective at getting a high level of response. While it may generate hundreds more applications than traditional print advertising, simply attracting more candidates is only part of the job. The current view is that truly effective online recruitment could be as low as 10% of the top blue-chip corporate companies. [HRMG2012]

1.1. Background of the Problem
MSL Star has thirteen (13) employees, at the same time they are all project coordinator. Each project coordinator is using MS Excel as their database; they don’t have any access to view other project coordinators database in their unit when they need some information. When there is a new project for recruiting they are consuming a lot of time on searching those applicant on the file cabinet and databases. 2.2. Overview of the Current State of the Technology
