The city's population speaks a wide variety of the nation's main languages, specifically: Tagalog, Sambal, Kapampangan, Pangasinan, Ilocano, and the modernized mixed language called Taglish (portmanteau of Tagalog and English). Many more languages are also spoken from other denominations of people. Aetas generally speak Sambal, which is also largely spoken by the Christian lowlanders of the municipality of Botolan.

Tourism Olongapo has some interesting landmarks that have become major tourist attractions. One of those is Ulo ng Apo -- located in the Bajac-Bajac rotunda, it is a large sculpture depicting the head of a native chief. The increasing demand in the supply of water calls for improving the water treatment facilities. It remains to be top priority in improving the service operations. At present, there are a total of 36,063 connections in the city with 2,434 commercial/institutional 182 institutional/government and 33,447 residentials. The average daily demand of Olongapo City is 31,310 cubic meters while production is 25,291 cubic meters with a small shortage of 6019 cu.m. The present water sources include Mabayuan Dam in Gordon Heights, San Isidro Well in Barretto, Balite Spring in New Cabalan and the source with a total volume of 891,989 m³. In terms of electric power average monthly consumption, industrial connection is the highest of 28,145 kWh followed by commercial of 856 kWh and residential of 193 kWh. Beside the production of electricity and distributing it to whole city there is still areas who are not reached by the power including the Indigenous Community who are far from the nearest electricity resource. The project can provide electricity to these communities and help to the productivity of the city,

Solid Waste Management
The City utilize 240-liter and 660-liter waste bins and collected by 10 compactor and dump trucks, It operates on a 3-shift garbage collection service; day shift, swing shift and graveyard. The City also Operates an Open Dumpsite Facility and currently being developed into a Sanitary Landfill it disposed solid waste of 120-130 tons/day. These solid waste can be used in producing biochar through pyrolysis process, therefore the solid waste management of Olongapo City can be more effective.

    It is a reality that existing traditional model of electricity generation and distribution is very old and not efficient. Technological advances applied in every sector nowadays but not in electricity generation model. As a result of high demand, the traditional model has become too costly, and now oil costs increased, and especially coal-fired generation has contributed to environmental pollution. And traditional model has big problems in terms of security since some big horrendous experiences with electricity deregulations and blackouts. A Smart Model is defined as distributed generation, renewable energy, renewable portfolio standards and the Smart Grid. This model responds to concerns about energy, environment and security. Distributed Generation aims to make production locally instead of large regional heavy grids for transmission and distribution. Solar cells and wind tribunes will take the place. The goal in changing the production type to small scale is, economic efficiencies by removing producers from the grid, environmental benefits , energy efficiencies , energy security advantages from terroristic attack, catastrophic accidents.. Article also put emphasis on pricing electricity. Traditional model is based on an average cost of electric generation no matter using it in a peak demand time or a regular time. Peak time electric generation cost is more expensive than regular hours because existing system has older and inefficient generation plants which are normally not used but being used to fulfill high demand in peak hours and also distribution cost is high because of high demand for electricity creates transmission congestion.
