Officer Cadet Ramirez Observation
I officer cadet Coulby 589 am reporting the event regarding officer cadet Ramirez on Aug 26, 2017 during the obstacle course on the Tarzan swing at RMC St Jean, Quebec.
It should be noted that I did not witness the event in question when it occurred.
My father attended the obstacle course and was recording me, Ramirez was on the same team as me resulting in my father recording the event on his phone.
My account of the event is through observation of the recording provided to me by my father.
Observation:
Ramirez stepped up onto the platform and was passed the rope, she grasped the rope and initiated the swing.
During the apex of the swing her feet contacted the water surface creating drag on her lower body, this pulled her off the rope forcing
