The Noncommissioned Officer has always been called the backbone of the Army. They connect the brain to the muscles. The brain would be considered the Officers who dictate the objectives. In most cases it is also the Officers who decide which tactics will be used to accomplish the mission. At that point it is the NCO’s job to assure that the objectives are accomplished.
