The problem
There are some potential environmental and safety problems emerging during the coprocessing of hazardous wastes in cement kiln because the quantity of hazardous waste coprocessed continues to increase and has exceeded past predictions. In the last year, the times of waring of exhaust emissions were far more than last three years. Meanwhile, the performance of cement changed heavily. These problems would cause serious consequences, if no effective measures were carried out(Aubert.J.E, Husson.B, & Sarramone.N, 2006;Aubert.J.E, Husson.B,
& Sarramone.N, 2007;Conesa. J.A, Galvez.A.,Mateos,F.,Gullon.I.M., & Font.R, 2008;
Karstensen, 2008;Lin,Y.M.,Zhou.S.,Li,F.Z., & Lin, Y.X., 2012). What is more, the quantity of hazardous waste that needs to be co-processed is projected to rise by 20% and 30% in next two years respectively.
Causes of the problem
Through a careful investigation in last three months, the causes of these problems have been discovered. The main reason is the waste contained chemical elements that belonged to other waste and went unnoticed. Among the these wastes, there were some unidentified ones mixed in; some identified wastes were mixed into other kind of wastes by carelessness. Both mixtures increase the uncertainty which contributes to exhaust emissions beyond the safe limitation and low performance of cement. The mixture, however, is hard to avoid because there are serval possibilities. Making sure the quantity of chemical elements which can heavily influence emission and quality not beyond limitation is an economic choice. That needs to monitor the chemical elements of waste instantly during the co-processing.

    Based on the data from the National Solid Waste Commission last first quarter of 2007, there are 677 open dumpsites, 343 controlled dumps, and 21 landfills in the country. An additional 307 dump sites are subject for closure or rehabilitation plans but without definite schedules for enforcement. About 215 additional landfills are being proposed to be set up nationwide. But according to studies, landfills and open dumpsites contributed 34 percent of human-related methane emissions to the atmosphere which has more heat-trapping power than carbon dioxide. Thus, these landfills and open dumps are illegal under RA 9003. Another government program used in the reduction of waste is by using incinerators that have significantly higher levels of greenhouse gas emissions than a coal-fired power when all of the carbon coming out of an incinerator stack is measured. These emissions are banned by the country’s Clean Air Act. Failure to act on garbage contributes to the death of at least two persons every minute due to complications from environmental management program.
