RELOCATION REPORT: AMATHOLE DISTRICT MUNICIPALITY
XHORA WATER SUPPLY SCHEME :PHASE 1A and B
INTRODUCTION
Thetha Consultant was appointed by Goba Consulting Engineers and Project Managers on behalf of Amathole District Municipality in July 2008, as the ISD Consultant. The appointment covers community mobilisation, establishment of the PSC and CLO appointments and dealing with Land ownership matters and providing support to the project team. This project covers rural water supply to villages and the water source for the project is the Xhora River and the water will be stored in a dam and then purified for distribution to the local communities.Goba has indicated that there are households to be relocated due to the construction of the dam. It must be noted that the ongoing consultation with the affected household owners and traditional authorities lowered down during the period leading to the local Municipal elections and the period just after the elections, this was due to the fact that some of the role players were due to be replaced and there was intense lobbying and political campaign during this stage.Cllr Nobuntu Mtsi was replaced as a councilor and the new incumbent, Miss Ziyanda Pensile took over the reigns. Meetings with cllr Pensile were organized and the objective of the meetings was to brief her about the processes around relocation and this was a simmeles transition; Traditional authority played a crucial role in handling all the relocation matters. RELOCATION AND RESETTLEMENT ISSUES

Background
There are three households that are within proximity to the proposed dam site, according to technical experts designing the drawings for the dam it was suggested that the houses be relocated to other sites.Thetha consultant representatives consulted with the identified parties extensively with assistance from local traditional authorities, ward councilors’ and members of the village based project steering committee members. In a meeting held on 23 September 2009, affected household owners were individually approached by the Chief, Ward Councillor, Consulting Engineers and ISD consultants. The objective of these interactions was to listen to the expectations and fears of the individuals without promising anything. The individuals were interviewed such that their expectations would be incorporated in the ADM’s relocation strategy or policy.

Progress report detailing all the information regarding concerns and expectations of all affected households owners was then submitted to Project Management Team for review. Amatole District Municipality suggested that the ISD consultant to arrange a meeting with the affected parties to sign a memorandum of understanding based on the outcome of the interactions. A meeting with ward councilor Nobuntu Mtsi was arranged and the proposal of signing the consent forms was first tabled down and this initial meeting was requested by ward councilor, She further asked the consultants to propose another date for the meeting with affected parties and the Headman.

Meetings were arranged, a comprehensive and formal negotiations process with the ward Cllr, affected parties and traditional authorities ensued that culminated into the signing of the memorandum of understanding. All the stakeholders did not anticipate any challenges with regards to the proposed relocation.

MEASURES OF RELOCATION AND RESETTLEMENT
Finding adequate sites for relocating affected parties can be an enormous challenges, more especially if the affected parties are not properly consulted .In avoiding the situation of people choosing unsuitable sites, all the affected household owners were given a lead role in identification of alternative sites.
