MICHIGAN- Child Health Insurance Program (MIChild)

DESCRIPTION
The Michigan Child Health Insurance Program (MIChild) aims to give low-cost medical plans to uninsured children under the age of 19 from low income households. A $10 monthly fee covers all the children in an eligible household. Thus, dental, medical, psychological and vision care becomes affordable for children who live below the poverty level.
PROGRAM INFORMATION

MIChild is a health plan specifically designed for the uninsured child residents of Michigan. It is made available for children who live in households who do not qualify for Healthy Kids but whose incomes fall under the poverty level.

Once a child qualifies for MIChild, he/she must present the ID that will be issued to him/her to avail of the services in any accredited health service facility. He/she can get the following services for only $10 monthly:
• Routine medical checkups
• Vaccinations
• Emergency treatments
• Basic Dental services
• Prescribed medicines
• Hospitalization
• Prenatal checkups and delivery
• Eye and ear checkups

The monthly premium must be paid regularly otherwise, MIChild will be terminated. Any medical services obtained once a child is disenrolled will be paid in full by the parents or guardians.

There are certain instances when a child does not qualify for MIChild, such as when a child is:
• eligible for Medicaid through their parents or guardians
• detained in a detention or correctional facility, training school and mental institution
• included in a health insurance coverage by virtue of his/her parents or guardians employer/employers
• awarded a court-ordered health service insurance

    he state of Maine provides medical coverage for over 260,000 of its residents through its Medicaid program. Healthcare providers, including doctors, hospitals, clinics, and nursing homes, submit claims to Medicaid in order to be paid for the services they provide to Medicaid patients. As the 1990s drew to a close, Maine, like many other states, began planning for a complete overhaul of its Medicaid claims processing systems to comply with the Health Insurance Portability and Accountability Act of 1996 (HIPAA). HIPAA was enacted to standardize the management of patient health and records, and, most notably, the protection of patient privacy. HIPAA provided a deadline of October 1, 2002, to meet its patient privacy and security standards. Maine had to consider a number of factors in addition to HIPAA in preparing for its systems overhaul. The Medicaid program, as outlined by the federal government, was becoming increasingly complex with new services added, each with codes and subcodes assigned to them. As a result, payments to providers were broken down into smaller and more numerous pieces. The state also wanted to offer providers access to patient eligibility and claim status data online in the hopes of reducing the volume of calls to the state Bureau of Medical Services, which ran Medicaid under the Department of Human Services (DHS). At the time, Maine was processing over 100,000 Medicaid claims per week on a Honeywell mainframe that dated back to the 1970s. The system was not capable of supporting HIPAA requirements or the online access that the state wished to implement. The state’s IT department decided that a completely new system would be more cost-effective and easier to maintain than an upgrade of the old system.     At a children’s clinic there are pediatrics that are dedicated to the health, safety, and well-being of all infants, children and adolescents. Co-pays are a fee that is due usually before the time and date of service being provided. Most practices require co-pay prior to service but some allow it to be billed or payed by the next visit. The co-pay amount varies depending on the type of insurance a patient has. Deductibles are the amount of expenses that must be paid out of pocket by the patient before an insurer will pay any expenses. Past due balances occur when payment in full has not been received for charges assessed in accordance with the payment due date. The clinic asks that all co-pays, deductibles and past due balances be paid at the time of service as per your insurance contract. All other balances are due within 30 days of the time of service. As a courtesy, the clinic bills most insurance’s, but charges and fees are the responsibility of the custodial parent. For balances with no payment in 30 days, a late fee of $5.00 will be added to your account. If there is still an outstanding balance due, at 60 days you will receive a past due letter in addition to a second late fee of $5.00 added to your account. The clinic routinely begins collection proceedings on those accounts that have not been paid after 90 days and when this occurs an additional $10.00 pre-collection fee is charged to your account. If you are unable to meet your obligations to the clinic in the expected time frame, please see the billing office as soon as possible to make arrangements for a monthly payment account. This program will allow you to pay larger account balances off over an additional three month period. Unpaid balances allow you to set up a payment plan with the facility to fit your budget.
