From the e-Activity, enumerate the requirements for full and open competition and discuss the importance of the policies and processes to guarantee conducting business with integrity, fairness, and openness.
FAR 6.101(a) states that the contracting officers shall promote and provide for full and open competition in soliciting offers and awarding Government contracts.
FAR Part 6.101(b) requires contracting officers to provide for full and open competition using competitive procedures. FAR 6.102 the use of competitive procedures available when providing for full and open competition:
· Sealed Bids
· Competitive Proposals
· Combination of Competitive Procedures when sealed bidding is not appropriate
· Other Competitive Procedures such as:
Selection of sources for Architect-Engineer contracts in accordance with the provisions of 40 U.S.C. 1102
Competitive selection of basic and applied research and that part of development not related to the development of a specific system or hardware procurement resulting from a broad agency announcement or peer or scientific review o Use of multiple award schedules issued by the Administrator of General Services.
Determine how government procurement officers can balance getting a good price with getting an effective result – in other words, best value.
Contracting officers need to get a great product for a great price. Best value is not always the cheapest price, when you put your offer on the table you have to actually state best value first before the sending out the bid.

    Sealed bidding and competitive proposals are the two methods used to acquire competitive prices from bidders. Sealed bidding is “a process by which government needs are made known by a solicitation called and Invitation for Bids. The government will use sealed bidding when (1) it feels confident that award can be made to the lowest price offeror who is responsive and responsible and (2) the government’s requirement is reasonably well defined in the form of drawings and specifications”(Murphy, 2009).
