L2 Acquisition
ELL students may either be over-classified or under referred for special education services as their development in L2 acquisition may not be fully understood causing typical L2 development to perhaps be thought a learning disability or other special education issue. Thus it is beneficial for the ELL teacher to have an understanding of the special education referral process and the ELL specific information which must be considered.
This essay explores the state regulations and requirements for determining whether or not to refer an ELL student for special education assessment, special factors and issues involved in identifying if a problem stems from normal language acquisition or is a special education issue, steps in the referral process.

    I must say, according to my observation in the scenario I really see two strategies that is being used to help the E.L.Ls. The strategies was used on Maria that just arrived in the class but has been there for only five months. What I observed was that the teacher has a student helping her and is making sure she is involved in all activities. This will help her build her social development skills. But the downfall is that her speech will not improve since the teacher is really not doing much to help her with her speech. But on a good note he is considering on getting her tested for her speech to make sure she does not have a disability. My second observation was from his E.L.L student, Mikhail. I really don’t see that he is using any strategy to help him when it comes down to his social skills. This might be because He has been in the states a lot longer.     I am a witness to that statement because it helped my sons tremendously. They did not feel as if they were different and I saw an improvement in their behavior and grades.     Response to Intervention (RtI) came about initially in answer to the over-identification of struggling students as special education students. It was developed starting in the late 1970s by numerous researchers seeking a method of identifying learning disabilities that avoids the problems of the discrepancy model. Many educators were concerned that too many students were being identified as having a learning disability, not because they actually had one, “but because they had not been successful in a general education program” (Prasse, 2010). Many were also concerned that students with a true learning disability were not receiving the help they needed quickly enough. Before RtI, the accepted method for identifying students with a designation of LD, or learning disabled, was the IQ/Achievement Discrepancy model. This was often referred to as the “wait to fail” approach because students could not receive additional attention until a discrepancy between expected performance (based on IQ test results) and an observed deficiency could be demonstrated conclusively over time (Prasse, 2010). This method of identification delayed added resources for students who really needed it until remediation became difficult, was applied inconsistently, and often resulted in misidentification in both directions (Fletcher, Coulter, Reschly, & Vaughn, 2204).…

    Though special education has improved by leaps and bounds in the past 50 years, we are still seeing the effects of disproportionality. Disproportionality describes the phenomenon of overrepresentation of certain races and ethnicities in the special education programs in schools. For instance, African American and Amerindian groups have a much larger representation in special education programs when compared to their actual population size in the school. This overrepresentation for special education programs also reflects an overrepresentation in percentages of students suspended.
