Recently, the city of Saanich launched a program for kitchen scraps pickup supported by the Capital Regional District (CRD), which for several months, had been tested, and now expended to the entire community of the neighbour city of Oak Bay. The goal of this program is to divert organic waste from Hartland landfill, which already receives most of non-organic waste, to Fisher Road Recycling located in Cobble Hill, and to promote a better usage of both facilities and better destination for the respective wastes. However, there are some residents against this initiative. By looking over some of the reasons given by them, we should analyse the whole scenery to get a final understand about this issue that is often on the pages of Time Colonist newspaper.
For one side, CRD implemented this program after it has decided in 2012 to ban kitchen scraps from Hartland in 2015 in a bid to extend the life of the landfill. Without this initiative the landfill would be closed by 2035, but separating the waste the closure would be extended to 2047 according to their projection. In order to do that, a pilot-test ran on a few communities of the city of Oak Bay for the last eight years diverting about 1,500 tons of organic waste from Hartland landfill; nowadays, the entire community is participating in the program. Saanich will start its participation as well delivering organic waste wheeled totes to about 31,000 households primarily, and expanding to all 64,000 dwellings in the city limits. Adding to it, we also should concern about it as a “green” initiative as an environmental issue as it will allow a better management of waste, a critical problem in any big city all over the world. The other side, the residents are questioning the need of such a program, as some declared the amount of waste produced would not make the program worth, as it needs a different logistic and also would increase the fee of garbage collection.
