Is Chauvelin A Hero Or A Villain

In my opinion Chauvelin was neither a hero or a villain. I described a villain to be someone who breaks rules, causes crimes, and they do everything wrong deliberately. In France's eyes Chauvelin is a hero to them. He is trying to capture the man who is rescuing people from the guillotine. He is not a hero because the people he tried would have been sentenced to the guillotine. His motivation is simple, he believes that The Scarlet Pimpernel and his league are a threat to his society. Chauvelin believes that these aristocrats The Pimpernel are rescuing are corrupting his country, and that they need to be put to death. Also, I think self-promotion is part of his motivation too. In his own eyes he thought he would be remembered as a hero
