Are Caribbean Governments inclusive (involving civil society) in policy making decisions and general governance?
INCLUSIVE: Covering or including everything open to everyone, not limited to certain people, including the stated limits and everything in between (Miriam Webster’s Dictionary)
CIVIL SOCIETY: Civil society includes all organizations that occupy the 'social space' between the family and the state, excluding political parties and firms. Some definitions of civil society also include certain businesses, such as the media, private schools, and for-profit associations, while others exclude them. (World Health Organisation)
POLICY MAKING: The basic principles by which a government is guided.
GOVERNANCE: All processes of governing, whether undertaken by a government, market or network, whether over a family, tribe, formal or informal organization or territory and whether through laws, norms, power or language. It relates to processes and decisions that seek to define actions grant power and verify performance.
Yes! Caribbean Governments do include civil society in policy making. This is done because of the democratic system in place, where the people by way of vote, elect a representative to represent them. This representative by a way of 50% plus one vote is chosen by his constituency (an area whose voters elect a representative to a legislative body).
The representative then speaks on the behalf of the people in his constituency and by extension; the people who have elected this representative are able to voice their opinions in forums between them and the representative, at town hall meetings or a visit to their constituency office.
