It has been recognised that for effective government, good people must be hired, trained and rewarded. There is also a well-established belief that a well designed system for managing people is important for a good government. The Ministry of Manpower (MOM) of Singapore was established In 1955 the Labour Front Government established the Ministry of Labour and Social Welfare. In 1959 the People's Action Party Government formed the Ministry of Labour and Law.

There is a growing consensus that organizational human resource policies or practices provide a significant contribution to organizational performance in public and private organizations. Since the 1990s, one of the leading challenges in public personnel management has been implementing effective human capital strategies to enhance government performance and accountability. The literature of human resource management (HRM) in the private sector emphasizes that human resource management practices can help to create a source of sustained competitive advantage, especially when they are aligned with a firm's competitive strategy. One of the most valuable resources of an organization is the human resources. They are the initiators and controllers of all major activities. Therefore, management of human resources is equally important like that of marketing management, production management, financial management and operational management. The purpose of human resource management is to establish and maintain sound relations at all levels of the organization and to secure the effective use of personnel by ensuring such conditions of employment as well as to attain for these personnel, social satisfaction which they tend naturally to seek within their working environment (Dudeja,2000).
