Message from the General Chair
Welcome to the 18th International Workshop on Quality of Service (IWQoS 2010) held in Tsinghua University, Beijing. IEEE IWQoS, as a highly reputable academic event for the prime annual workshop on network quality of service, provides an international forum for the presentation and discussion of cutting edge research in the field of networking and communications. Tsinghua University, with its rich legacy, now boasts a 99 year history of excellence. Tsinghua’s progress throughout its history has been closely linked with that of China, and she is endeavoring for the future to contribute to the creation of a prosperous China and a harmonious world.

I would like to take this opportunity to express my gratitude to the IWQoS TPC Chair, Prof. Bin Liu of Tsinghua University, Prof. Chunming Qiao of State University of New York at Buffalo in USA as well as the technical program committee members. It is their hard work that result in an outstanding slate of papers. I would also like to express my great thanks to the poster chairs, Prof. Chuan Wu of the University of Hong Kong and Prof. Guoliang Xing of Michigan State University in USA for their efficient efforts on organizing the poster session , which is new to IWQoS. Further, I would give my thanks to the organizing committee members – their hard work, responsibility and responsiveness have contributed to the success of this workshop. My heartfelt thanks also go to the IWQoS2010 keynote speakers, Prof. K. K. Ramakrishnan of AT&T Labs-Research and Prof. Henning Schulzrinne of Columbia University.

Welcome to Beijing for the 18th IEEE International Workshop on Quality of Service (IWQoS). We are pleased to present to you the technical program for IWQoS2010. Since 1994, IWQoS has served as the premier annual workshop on Quality of Service, providing an international forum for the presentation and discussion of cutting edge research in the field. Building on the success of previous workshops, the objective of this year’s workshop is to bring together researchers, developers, and practitioners working in this area to discuss recent and innovative results, and to identify future directions and challenges in developing practical communication systems and services where predictable, controlled and robust performance and quality is a central requirement.

The seventeen-year-long success of IWQoS has established it as a highly reputable forum to present novel ideas on all research subjects related to QoS. While QoS research for future generations of wired and wireless networks continues to captivate much...
