The Unintended Consequences of High Stakes Testing

Since the beginning of the 20th century some form of high stakes standardized testing has existed in the United States. Test use has ranged from determining acceptance or rejection of an immigrant to enter the U.S. to declaring a citizen competent to enter the military. So, for nearly a century, high stakes testing has had significant rewards and consequences associated with it. Standardized testing of student comprehension and competency has long been involved with K-12 education, but has lacked the association with high stakes. In 1983, the National Commission on Education released "A Nation At Risk", "which called for an end to the minimum competency testing movement and beginning of high stakes testing movement that would raise the nation's standards of achievement drastically". Within the last decade many policymakers have adopted legislatures in their own states requiring the use of high stakes testing to help determine accountability in their school systems. Many times these high stakes tests determine whether a student advances to the next grade level or even graduates high school. The American Psychological Association (APA) states that the potential problem with current increased emphasis on high stakes testing is not necessarily the test per se, but the instances when tests have unintended and potentially negative consequences for individual students, groups of students, or the

First, the APA states that measuring what and how well students learn is an important building block in the process of strengthening and improving our nation's schools. Secondly, test results provide teachers with information on how individual students may be performing and provide feedback. Lastly, high stakes testing provides accountability, and therefore can help identify weaknesses and correct

    I think that, if there is strong evidence that high-stakes testing is producing disadvantageous outcomes, we should examine why and how we can reduce these negative effects. I am worried to know that high-stakes tests have been connected to reduced achievement, increased dropout rates, and reduced graduation rates, especially for minority populations.     High stakes testing is doing more damage than good for our children. High stakes testing doesn’t help students succeed because teachers focus on “teaching to the test”. The No Child Left behind Act of 2001 (NCLB) are annual reading and mathematics tests that is required for students in elementary to high school level. Schools are required to meet the state proficiency standards in order to get federal funds for needed improvements. If standards are not met then the funds will be withheld.     The use of standardized tests became very popular after the No Child Left behind Act (NCLB) was passed in 2001. The NCLB required yearly testing starting in the 3rd grade, in all 50 states. US students fell from 18th in the world in math in 2000 to 31st in 2009, with a similar drop in science and we haven’t had any changes in reading.     Since the early 60’s varying attempts have been made to improve the education system of America. After the No Child Left Behind (NCLB) law was passed in 2002, all students in public schools started to get tested and the results were used to measure the success of the school and district. “High-stakes testing, by its very definition, is the most extreme form of testing, for it results in the most direct, far-reaching set of consequences for the test taker. Thus, high-stakes testing bears great significance for human achievements, individual lives and educational practices alike ” (Ydesen, p, 98, 2014). A state-wide or national standardized test is usually used for this form of testing. Today the main purpose for high-stakes testing is to evaluate the schools, teachers, and students and to hold them accountable for the education being provided and learned.
