Many of us know about the devastating hurricane Katrina that took place in New Orleans, Louisiana, in 2005, but how many of us actually thought about the communication issues. From the writing of James L Garnett and Alexander Kouzmin,” Hurricane Katrina was as much a communication disaster as it was a natural and bureaucratic disaster. Advantages of the communication from the media to some extent helped to obtain as much information and photos to public to help everyone understand what was taken place.
To the local community communication challenges took place because Mother Nature does not care about keeping today’s technology in working conditions. Once the power goes down what is the point of technology for citizens in the middle of the disaster area, they cannot receive information on where to go, if help is on the way. Because of Mother Nature’s way of approaching upon so many areas in the United States and around the world each community should start disaster programs to teach each person on survival, there are so many ways to communicate with community in learning techniques. Town meeting is one way to start, give demonstrations on how to take cover from Tornados, Fires and, of course Hurricanes. Most of us were taught in school the basic safety procedures during storms. Common knowledge during a tornado is to take cover in the lowest point of the home such as a basement or if no basement is accessible, then to remove yourself from any windows and doors because of the suction that

    According to Simmons and Sutter (2007), research was focused on enhancing the use of forecasting and communication methods to prompt protective actions from community members, however, no research was conducted into how this information would be conveyed, especially when considering the affected demographic and the time the incident occurred (p. 1). This line of thinking clearly identifies a behavioral paradigm. According to Smith and Petley (2013), the behavioral paradigm is the consideration of short-term solutions such as forecasting and employment of physical structure/land-use to enhance preparedness and prevention actions (p. 16). Essentially, within the behavioral paradigm, a knee-jerk reaction is prompted to address a catastrophic event which often only produces short-term solutions to the problem, mainly geared to preparedness and prevention, rather than thinking hazard mitigation and long-term solutions i.e. the complexity paradigm. Therefore, following the Florida tornadoes, research and analysis of ways to mitigate losses would have been more appropriate, such as enhancing community resiliency and applying a hazard mitigation methodology focusing on risk analysis and employment of governmental controls to provide long-term solutions. Simmons and Sutter (2007) do just that by presenting collected research on the viability of having residents purchase the NOAA’s Weather Radio. In addition, they identified the potential for establishing shelters and/or altering building codes to further mitigate potential loss (p. 6). Overall, following the tornadoes of 2007, we identified the local community utilizing a behavioral paradigm.     What they had in common is that hey used the best communication that they had available at the time. In the case of the Three Mile Island nuclear reactor they used the three major networks and local radio stations which was the best and more efficient way to inform people at that time. In the case of Hurricane Katrina since there was more technology available they used newer sources like internet, cell phones, text messages and other websites to disseminate information which was the best sources to get the information to the public. Because most of the local channels of radio and television were affected and the infrastructures was affected they had to expand communication to outside of the community to bring resources in.     In the presentation given by Megan Vandekerkhove she spoke about what happens when there is a natural disaster and what private sectors and the government do for these. She had an internship at the Lenawee County Health Department Emergency Preparedness, where she learned about who, what, and when things are deployed when a natural disaster or catastrophe happens.
