Even though there were many definitions for city, but there were not many definitions for a harmonized city. For that reason, people had to make a judgment on recognition of city with the standard from each country. It is too ambiguous to set the standard for the definition of a harmonized city. It can be confused since each country has different standard for its city. The definition of international city will be a helpful guide for planning infrastructure, traffic, housing and many other things. Also, it will make it possible to compare the competitiveness of international countries with the same standard and diagnose the problem from each country.

The first place city Seoul (the capital) has population of 10,022,181(from 2008). The population of Seoul goes over more than tree times from the second place city Pusan, so Seoul can be seen as primate city.
