OVERVIEW
1. TIME CONTEXT In July 1977, the board of Blue Heights Realty and Development Corporation, Victor E. Herrera, Sr was to launch the company’s first project, Halina Mountain Resort.
2. VIEWPOINT
Victor Herrera, the chairman of the board.
3. MAJOR POLICY STATEMENT Blue Heights Realty and Development Corporation was organized to own,add, improve and manage any real estate acquired. The chairman, Mr. Victor Herrera, Sr. was from a respectable commodities trading firm in Makati. He was on semi-retirement so he wanted to leave something for his family and it is Halina Mountain Resort, a first-class mineral hot-spring resort project. The basic goals of are the following:
• To be one of the tourist spots that could offer lasting attraction to local and foreign tourists.
• To develop a recreational resort for relaxation of both youth and elders.
• To be known for the first-class mineral hot spring resort with first-class amenities and facilities.
4. BACKGROUND OF THE CASE
a. The Company In 1976, Blue Heights Realty and Development Corporation, Mr. Herrera wanted to launch a mineral hot spring resort at Bucal, Calamba, Laguna. It is on its way to introduce the tourist industry in the Philippines thru constructing first-class resort not similar to some ordinary resorts in Pansol area.
b. The Industry Halina Mountain Resort belongs to resort trade on its way to be introduced in the industry. As all know, Laguna is known to be the country’s premier resort province. There are lots of resorts whether it is private or public. The Tourist Association of Laguna is helping in discovering the province’s natural wonders thru modern hotel facilities and resort accommodation. In fact, there are also foreign vacationers who are enjoying Laguna’s springs and local products.
c. The Management BHRD(Blue Heights Realty and Development Corporation) has a corporate board composed of the following: Mr. Victor E. Herrera, Sr. Chairman Mrs.
