Vietnam and the European Union ( EU ) established formal diplomatic relations on 11.28.1990, since then, relations between the two sides went into the framework, developed rapidly in both width and depth. EU to become one of the most important partner of Vietnam in many fields, especially economic, trade, investment, contribute positively to the process of economic development - social and economic integration Vietnam 's international. Since the establishment of diplomatic relations, the Vietnam - EU has grown rapidly in terms of both breadth and depth. The dynamic development poses requirements establish a new framework for cooperation Vietnam relations - EU Framework Agreement replaces Vietnam - EC 1995.
After the two years with nine rounds of negotiations, the two sides PCA was signed in 10/2010 and officially signed 6/ 2012 marked a new development in the quality of relations between Vietnam and the EU. PCA not only adjust the bilateral relations between Vietnam and the EU in areas such as : economic cooperation - trade, education - training, science - technology, agriculture, health, travel... which also includes cooperation in the regional forums and international cooperation to deal with global challenges such as climate change, environment, natural disasters, energy security, anti- proliferation of weapons of mass destruction, terrorism and organized crime.

Politically, the leaders of the two parties respected insists strengthening multilateral cooperation Vietnam - EU, and the potential corresponding to the position of the two parties.
