“For richer, for poorer” is an article written by the Economist and was published on April 3rd, 2008. The mixed income experiment is a plan to transform city public housing. This article focuses mainly on the State of Chicago. Ten sites in Chicago are being reborn as mixed-income communities. Cities across America have seen similar developments, driven largely by HOPE VI, a controversial federal law passed in 1992 to target the worst housing estates (HOPE stands for Housing Opportunities for People Everywhere). A very successful story was stated in the article. A developer based in ST. Louis named Mr. Barron helped create models for other estates which other developers use public money to build public housing within mixed-income developments. In one of Mr. Barron’s has been a very good example to show the effectiveness of the new act. It has one of the best schools in Atlanta but it only serves locals. The school does not only serve children but also unites families of all incomes. In addition the crime rate dropped by 93% between 1993 and 2004. In 1999 Chicago announced the city’s “Plan for Transformation”. The Chicago Housing Authority (CHA) has over 25,000 leaseholders, many in some of the most dangerous areas. The plan in scheduled to be completed by 2015 and then there would be 25,000 public housing units, with over 7500 built in mixed income developments.
