Q1. The vision of the proposal is to “Use Less” and “Waste Less” of the earth’s resources, in particular regarding food waste to relieve burdens on landfills and preserve limited resources from being unnecessarily wasted. The target of the proposal is to reduce 40% on a per capita of the Municipal Solid Waste by 2022, starting from 2011using the 2011 year as the baseline.
Q2. Landfills produce emit various amounts of greenhouse gases (GHGs). Methane for instance, is a GHG which actually has a higher warming potential than carbon dioxide. This means that methane is better at trapping heat than carbon dioxide and the process of global warming can occur more rapidly.
Socially, landfills are not the best solution in managing waste in Hong Kong (HK) due to space limitations. Residents do not want a landfill to be built near their homes because landfills have been shown to have negative effects on human health. Since space is limited and landfills have negative health effects, a better solution than “building more landfills” is required.

Food waste problems have to be solved in a systematic way that every part of the food waste management hierarchy have to be catered. Public participation is most crucial to achieve the vision of “Use Less” and “Waste Less”. Promotion and awareness programs, like “Food Wise Hong Kong”, is important to involve people into the scheme and mobilize the community. Enactment of the food waste charging scheme is an effective way of changing habits. Society and policies are an on-changing subject, which much efforts should also be exerted to continuously receive feedback from HK citizens and evaluate contractors’ and residents’

    For instance, many restaurants trash the excess food. Overproduction and incorrectly cooked meals get tossed away every day. Food that is thrown away in restaurants gets tossed in landfills where the food will rot and decompose in the soil causing problems in the environment.     In the article, “Recycling Is Not Garbage” environmentally Defense fund scientist Richard A. Denison and economic analyst John F. Ruston rebut a series of myths that they say have been promoted by industrial opponents in an effort to undermine the environmentally valuable and successful recycling movement. One of them is that recycling is not necessary because landfilling trash is environmentally safe. But this statement is simply wrong. “In fact, 250 out of 1,204 toxic waste sites on the Environmental Protection Agency’s Superfund National Priority List are former municipal solid waste landfills” (Denison 280). That means landfills are major sources of air and water pollution, including greenhouse gas emissions. Another myth is that recycling is not cost effective, and should pay for itself. As discussed in “Recycling Is Not Garbage” an analysis of nine years of detailed data collected by the Seattle Solid Waste Utility shows that, after a two year startup period, recycling services saved the city's solid waste management program $1.7 to $2.8 million per year (Denison 281).
