P: The most important reason that N2 dissolved the first Duma in 1906 is because they were too radical and unneeded.
E: as the Duma mainly consisted of mainly kadets (constitutional democrats) having the majority of seats (182). One of the first acts was ‘Address to the throne’ in which they asked for things like abolition of the state council and the transfer of ministerial power to the Duma.
E: N2 found this too radical so ignored the requests for 10 weeks. Also N2 had just received a loan from France of 2250 million gold francs so did not need the Dumas help in approving the budget.
R: Therefore the First Duma was dissolved in 1906 as it was too radical and unneeded.

P: The main reason N2 dissolved the second Duma is because of the trouble Stylopin had passing his agrarian reforms.
E: the Duma refused to ratify Stylopin’s agrarian reforms meaning Stylopin had to pass these reforms under Article 87. Stylopin tried to weed out the Duma of the SDs who played the main part in disagreeing with his reforms by accusing them of planning to assassinate the Tsar however the Duma didn’t allow them to be arrested as every member had immunity to this.
E: When Stylopin failed at this attempt he asked N2 to dissolve the Duma and so he did consequently the SD delegated were immediately arrested and exiled and Stylopin significantly reduced the representation of peasants, workers and national minorities in the votes for Dumas.
R: Therefore a key reason N2 dissolved the second Duma in 1907 is because of Stylopin’s trouble in passing reforms.

Overall N2 dissolved the two Dumas in 1906 and 1907 because they were being un cooperative and contradictory the Tsarist regime. Therefore this would suggest why Stylopin put into place illegal laws that reduced the representation of oppositional parties such as the Kadets ( constitutional democrats)
