INTRODUCERE

Parlamentul European este instituţia cu cea mai spectaculoasă evoluţie din istoria Uniunii Europene .[1] Parlamentul European este instituţia care îi reprezintă pe cetăţenii statelor membre . Adunarea Comună din cadrul CECO şi Parlamentele celor două Comunităţi , începând cu data de 21 martie 1958 poartă denumirea de Parlament European . Este denumit şi “vocea popoarelor” , reprezintă popoarele UE şi exprimă voinţa europenilor în cadrul Uniunii şi în lume . [2] Faţă de toate celelalte tipuri de parlamente , Parlamentul European are o serie de caracteristici , care-i conferă originalitate şi unicitate în dreptul parlamentar comparat . Parlamentul European constituie "experimentul" cel mai de succes în privinţa democraţiei transnaţionale . El este instituţia centrală a democraţiei sistemului instituţional , unic şi original al U.E. , având competenţe supranaţionale (comunitare) şi de cooperare guvernamentală . [3] Schimbările apărute în cele aproape 6 decenii de funcţionare au marcat , substanţial , domeniul său de acţiune şi , mai ales , competenţele sale , afectând pozitiv şi funcţionarea sa democratică .[4]

    Parliament is an elected supreme law-making body that is able to create new laws that reflect the needs of the people. It is not always effective as there are many different factors that can both help and hinder the process of legislation within the two houses. By being an arena for debate parliament is able to formulate effective laws through by discussing and debating the presented purpose of a proposed law. Thus lessening any chance of an unjust and inconsistent law being passed by allowing many different views to be voiced and considered. However with government controlling the majority of seats within the lower house, proposed laws are easily passed and in some occasions party discipline is used to achieve this. By forcing its members to vote according to what the party mandates, some laws involving different electorates don’t reflect the views of that area. Furthermore some proposed laws may be take months, or even years, to be passed.…

    “Most voters seem to take the opportunity to give the incumbent national government a ‘good kicking’ during European elections, as seen in the UK, Spain and France, rather than vote on a broad manifesto of ideas.
