Abstract
Leadership positions are meant to serve the diverse people in any culture. Ab initio, there were no chiefs in Tivland. In recent times, the seat of the Tor Tiv has been created in order to act as a gadfly to the people. The Tiv nation in the 21st century appears to be lacking in the implementation of the goals of the founding fathers and in the task of satisfying the aspirations of the teeming population of Tiv sons and daughters. The future of the Tiv people is gradually becoming blink and full of frustrations. It is discovered that the ethics of the Tiv traditional institution “the Tor Tiv” are no longer recognised and respected. Instability of the Tiv society is the resultant effects of the helmsman interference in partisan politics in the state. The attitude of the Tor Tiv becomes unethical, unjust and anti-peace, thereby depriving him of the moral justification to stimulate the members into action for the good of the common society. The phenomenological method was adopted to analyse the information gotten on this issues. Since ancient times, the ability to lead people is considered as the strongest quality and an undeniable advantage of successful person. If we look back at history, we can notice that all heads of states, the hetman and different leaders had this quality. Moreover, a public gave preference to leaders who are brave, who are not afraid to lead people, to declare war against another state, to take responsibilities in making important decisions for the country. People had a clear generated picture of the leader, they needed a person who is able to take care of them and protect them from danger. A person, who did not have leadership qualities, had no chance to become the ruler. Before we consider the basic qualities of a leader we should understand who is a leader. The leader is a person with clearly defined objectives and principles. Leader is not afraid of danger, he is always ready to take responsibilities for his own actions. Responsibility is a very important quality for a leader. If people, who trust their leader, will find out that their leader is not ready to take responsibilities for his actions, they will feel very insecure and immediately will re-elect another leader. Nowadays, the concept of leadership is applicable almost everywhere - in families, in companies, in politics. In the latter case, the leader has a clear position, referred to as a "president." If you draw a parallel with the history, the role of the president is very similar to the role of leader. Relationships between different countries depend on President’s actions, their political and economic cooperation, so the president must be a leader of the country, the guarantor of the constitution.…

What appears to be the frustration of Nigerians may indeed be the result of a baseless and premature very high expectation. While we glibly boast of a return to democracy, no one has asked what indeed are the incidents of democracy. What happened in May 1999, on a proper reflection, is at best a bold step towards the establishment of a democracy in Nigeria BUT certainly…
