Noun Otukpo Study Centre Commenced operation on the 2nd day of December, 2008 with publicity on Joy FM Radio station creating awareness amongst the people of the locality on the need to avail themselves of the opportunity provided for them by one of their own to obtain Higher Education at their door-steps.

The Centre which was built by the Senate President of the Federal Republic of Nigeria, His Excellency, Senator David Mark, and handed over to the National Open University of Nigeria, was commissioned by the vice president of the Federal Republic of Nigeria, Dr. Goodluck Jonathan on the 23rd day of January, 2009. The first set of 300 students matriculated on 2nd of July, 2009.
