Non-Native English Students Learning in English:
Reviewing and Reflecting on the Research

ABSTRACT: As more countries adopt English as the language of learning in schools, more non-native speakers of English are learning English so that they can learn in English. In this paper, we review studies (mostly involving Filipino-English bilinguals) that look into the experiences of bilingual learners as they undertake learning activities in English, which is a second or a foreign language for them. Studies that investigate these experiences using a psycholinguistic approach point to (a) different effects of using the bilingual learner’s first and second language on different specific cognitive processes in various learning tasks, and (b) particular cognitive resources of the bilingual learner that can facilitate learning. Complementing these psycholinguistic studies, investigations that use sociolinguistic approaches reveal a range of important personal and social processes and factors that suggest a sense of agency on the part of the bilingual learner as the learner engages learning tasks amidst varying requirements of the social environments of learning. The insights drawn from the various studies reviewed are discussed in terms of how bilingual learners strategically use their multilingual resources to attain their learning goals. The paper ends with recommendations to study the experiences of bilingual learners’ experiences learning in English and with some reflections for ESL and EFL teachers, and other teachers of bilingual learners.

    We’ve allowed a natural approach to language instruction to dominate our schools, hoping our English learners 
“will just figure it out.” (SCOE, 2009) This approach suggested by Kevin Clark proposes that teachers explicitly teach ELL by giving them a set of skills. Teacher will have to teach students not just vocabulary, but the sound system of language, the words and their word parts and meanings, and also rules for structuring sentences grammatically. Teaching students from this perspective can support a deeper understanding of the language. When the concept is thoroughly supported by background knowledge, explanation as to why, activities that strengthen skills, and consistency in lesson structure that follows this pattern, students are more likely to understand the concept and create a platform from which to launch higher level thinking and conclusions on following concepts and content area. Students learn more efficiently when they have prior knowledge on a presented concept. If the student can link content to a concept that they gained from previous knowledge on from their own unique background or culture, it will inevitably spark interest in that subject area. By sparking interest the teacher is now adding value to the lesson. Since students synonymize interest with value, the teacher would prove effective.     One of the U.S. educational challenges of today is meeting the educational needs of the English language learners. This growing diverse population of English learners has to simultaneously learn to build their English language proficiency and the content area within their grade level standard. This makes it a double challenge for them and their teachers. After observing a lesson based on a video simulation of a classroom, I will discuss five components: comprehensible input, ongoing specific and immediate feedback, grouping structures and techniques, building background and vocabulary development and student engagement that were integrated into the lesson.     In 1920-1990s, during decades of Soviet cultural and political domination, almost all people in the Republic had to speak Russian whether they are Russians or not. It wasn’t forbidden to speak Kazakh, but if people did not know Russian language well, they would not succeed and couldn’t get good paid jobs; they belonged to uneducated and to a lower social class. Since that time, most families sent their children to Russian schools and tried to speak primarily Russian at home. Nowadays, those children have grown up, most don’t speak Kazakh while some don’t even know the language at all. According to last census data in 2009 only 45% can free write and read in the Kazakh language, understand spoken language 64%, and 82% freely write and read in Russian language to understand spoken language 94.4% of the population of Kazakhstan. Kazakh- speaking people think that they find the possibility of loosing their own language and maybe their own culture in the near future, if they continue using Russian in daily life in their home country. At the same time Russian- speaking people can not learn Kazakh as a result faced with social and employment problems. We conducted the survey among students of KIMEP. According to the results of the survey, we have found that students of KIMEP face with language barrier (Here we will show pie chart according to our survey). This problem has two sides. First one that native people of Kazakhstan does not speak Kazakh language that leads to lots of culture and traditions. From the other side, people who do not speak Kazakh language faced with some problems, which bring them not only to the personal problems, but it also effects on situation in the country.…
