The Causes of Brain Drain in Malaysia

INTRODUCTION
1.What is brain drain ?Brain drain is a situation in which many educated or professional people leave a particular place or profession and move to another one that gives them better pay or living conditions.
2. In the 21st century, brain drain is a hot topic that is frequently being discussed among people from all walks of life. In my opinion, brain drain is a pretty serious issue .It could affect Malaysia’s ambition in becoming a fully developed nation by 2020. 3. Today I would like to talk about the causes of brain drain in Malaysia.
4. During this presentation I will begin by telling you about the less attractive salary and benefits offered in Malaysia, followed by the limited access to high-quality education and lastly, the dangerous and bad environmental condition.
[Let me start with how the less attractive salary and benefits offered can become one of the causes of brain drain in Malaysia.]

I. Less attractive salary and benefits offered in Malaysia.
A. By looking at the high-skill technology sector, we can see, for example, the starting salary for a fresh graduate with bachelors in computer science is $50,000 in the United States. In Malaysia, the starting salary is barely $10,000.
1. Even after adjusting for cost of living, the starting salary in Malaysia is nowhere as attractive as developed countries as overseas. This is further aggravated by luxury taxes in Malaysia. For example, a brand new Toyota Corolla costs as low as $18,000 in the United States but costs more than double in Malaysia.

    In my personal opinion, I feel that the root cause of all this is the mentality of the people. Although the government may mean well for the safety and welfare for the Malays, the government is not teaching us to grow. This narrow mentality of Malays that was present even before independence was pillowed when socioeconomic imbalance arose. The problem is when Malays have been too comfortable knowing that the government will always be there to support. And yet, when given the opportunity, wastes it away. This constant struggle to keep to the status quo and enforce this on other ethnic groups is not what true democracy is fighting for. And through this divide and rule policy that was instilled in Malaysia, British has successfully left its imprint to separate Malaysians from being truly Malaysian. I feel that these policies made throughout time for the benefit of Malays have made them utterly dependent on the government. Even now in public universities, Malays are constantly being spoon fed by lecturers and teachers when we are actually in truth more than capable of being just like other races that had to strive to be where they are. It is as if the Malays are not capable to be great citizens if not for the support of the government. It may be the problem doesn’t resolve because we never really had to struggle to be where we are. And without friction and struggle, we cannot grow. I myself as a Malay Malaysian am very disappointed with myself and my own race. Other races had to thrive to be where they are. The solution I would give is to accomplish what both the Razak Report and the New Economic Policy was meant to do in the end: A Deadline. (Ministry of Education, 1956) A gradual strip down of policies such as ethnic quota system and preferential policy because that would wake up the Malays from being too comfortable.     Recent year, brain drain issue once again becomes one of the hot discussed among the Malaysian. According to recent parliamentary report, approximately 140,000 Malaysia left the country in 2007 while the figure was double up to 305,000 between March 2008 and August 2009 as talented Malaysia pulled up stakes, apparently disillusioned by rising crime, a tainted judiciary, human right abuses, and outmoded education system and some other concern (Mariam, 2010).
