The library is the center and the heart of a school or a university. It is where a collection of books and other materials for reading references and research may be found. At present NORSU Library is still using the manual system and means of using the card that is store in the drawers which gives time consuming, hassle and unreliability to the students, teachers, staff and faculties. Moreover, every time a new book enters a library, a card is created for it, with information like the title, author's name, subject, and location of the book.

This present study project focuses on implementing an application that will make the traditional card catalog system of Negros Oriental State University Main Campus 1 Library into an electronic one.

Electronic Library Card Catalog System (E-LiCCS) is a web based application which is exclusively designed and implemented for the student assistants, students and faculty of Negros Oriental State University who uses the University Library. This system will provide faster and more secured book card catalog system, unlike the usual library catalog system which is done manually. The system can add new records of books. It can edit information and search for the books. It can also delete records about the book which is no longer available. The system will provide the user less effort and less consuming time in finding books that will be needed in their research and provide a user friendly interface in accessing the information sources in the library.

The proposed project begins on the month of June 2012 and ends on the month of October 2012 the system will cost P40, 000.00 including the project activities and other payments.
