THE PROBLEM
Introduction
The current Philippine political issues have been the life of the country, which keeps everyday’s life moving just like flow of the river. Mostly the news that an ordinary person might encounter tackled the present condition of the political aspects of this country. Every citizen must be aware of the conditions of his immediate community as well as the nation as a whole. This statement holds true especially the growing political problems, which is evident in the Philippines nowadays. The outbreak of political problems sparked a lot of questions regarding the causes of these problems and what are the needed solutions to this discontent in order to ensure the survival of the nation. Thus, as history shows, the active participation of the Filipinos were able to overthrow a dictator (Ayson and Reyes, 2000). Certainly, one awareness of his duties and responsibilities as a citizen will surely find the current plight of the country unacceptable. The presence of these pressing national issues continues to spur incidents which make life difficult for the Filipinos and serve as hindrance in attaining in stable way of life. The government though the constitution, provided sections and provisions in order to ensure that every Filipino be given maximum access information pertaining to the current state of affairs of the nation (Ayson and Reyes, 2000). Article III, Section 7 “The right of people to information on matters of public concern shall be recognized. Access to official records, and documents and papers pertaining to official acts, transactions, or decisions, as well as to government research to data used as basis for policy development shall be afforded the citizen, subject to such limitation as may be provided by law”. Through this provision, the right of the citizens to have access to records of their own government is recognized. It also promotes the active and effective participation of the people of the governmental affairs (De Leon, 2004). Moreover, it is important that people should be knowledgeable of political issues concerning the state, for it is the right and responsibility of every citizen to be involved in the information of government policies regarding nation building and this where the concept of mass media set forth. Mass media denotes a section of the media specifically designed to reach a very large audience such as the population of a nation or state. The term was coined in the 1920s with the advent of nationwide radio networks, mass-circulation newspapers and magazines. However, some forms of mass media such as books and manuscripts had already been in use in centuries. The term public media has a similar meaning: it is the sum of the public mass distributors of news and entertainment across media such as newspapers, radio, television, and broadcasting (Biagi, 2006). Thus, through this, the researchers are strongly motivated to determine the effects of media exposure on the knowledge level on political issues especially the residents of Lipa City. The researchers deemed it necessary to find out how the people treat the affairs of the state among themselves. Political consciousness among the respondents should be measured in order to give adequate or appropriate plans or solution to enhance their level of knowledge and involved themselves on the political affairs of the state. Statement of the Problem

This study will aim to determine the effects of media exposure on the knowledge level on political issues of Lipa City residents. Specifically, this study will seek to answer the following questions: 1.What is the profile of the respondents in terms of:

1.1age;
1.2sex;
1.3 religion; and
1.4educational attainment?
2.What are the respondents’ levels of knowledge on selected political issues? 3. Is there a significant difference between the respondents’ level of knowledge on political issues when grouped according to their profile variables? 4. From what sources of information did the respondents obtain their knowledge of the aforementioned political issues? 5. What are the respondents’ levels of exposure to the aforementioned sources of information? 6. Do the respondents’ level of exposure to mass media affect their level of knowledge on political issues? 7. What media campaign can be produced to enhance the respondents’ knowledge on political issues? Significance of the Study

People should be politically aware so that they can effectively and intelligently discharge their duties and responsibilities as citizens of their country. Knowledge in politics will help them influence the decision-making process of the government. Any group may enter the real politics when it concerns itself with public and the implementation of political power relationship.

With the growing controversies pertaining to the current political issues in the Philippines, it is indeed timely that studies measuring the level of knowledge of the people particularly the residents of Lipa City be made. This study may somehow serve as a guide to improve the level of knowledge and or consciousness of the people. With this goal, the study aims to benefit the following: The Lipeños. The result of this study will be beneficial to the respondents in making them aware and careful in their voting decisions. Furthermore, it will be helpful for them to analyze every political issue that would come across.

The Students. This study will help them to enhance the growing body of knowledge on the assessment of the current Philippine political issues. Also provides insight in the Political issues herein the Philippines which may be used in the analysis for the purpose of development.

The Television Networks. The study will provide baseline information to television networks to promote television programs that gives information concerning about political issues which will help people to be knowledgeable enough or politically aware.

The Voters. This study will create knowledge and awareness about current political issues and will help them understand the need for involvement in political events which also concern them as individuals and the welfare of the society as a whole.

The Future Researchers. The findings of this study will give better understanding on the awareness of political issues for the people. This will also serve as an instrument or research material that will provide adequate information for those who are going to conduct similar studies. Scope, Limitation and Delimitation of the Study

The study will be conducted in order to know the effects of media exposure on the knowledge level on political issues of Lipa City residents.
It will tackle only the selected political issues, which transpired from the month of March 2009 to July 2010 and also the medium, with which the respondents use in order to obtain such information. A total of top fifteen political issues will be considered because the researchers believe that these recent issues somehow affect and given more attention by the people specifically the respondents. The sources of these issues include television, radio, newsprint, and internet. The selected Barangay in Lipa City were chosen to be the respondents of the study. The researchers consider the nearness or the proximity in order to have an easy access of the data and information needed in the study. It includes Barangay San Carlos, Tibig, Tambo, Siko and Mataas na Lupa.

Furthermore, this study is geared for measuring how much do the people especially the residents of Lipa City knows what is happening around them. Also, the study aims to propose media campaign in order to motivate the respondents to be enthusiastic enough to know more about the political issues of the country.
