Domestic Violence Case Study
CPS made a follow up visit to the home. Upon knocking at the door Ms. Marrero answered. CPS introduces herself to Ms. Marrero and was escorted into the home. When CPS enter the child Joe was in the living room watching TV. The mother reported that the child Roberts was in his bedroom sleeping.
CPS spoke to the mother alone in the kitchen. The mother reported that she has never met the assigned worker Ms. Duncan. CPS addresses the mother substance use. The mother reported that she drinks beer (Heineken) however no to the point of being intoxicated. Ms. Marrero reported that the last time she drank was on her birthday ( July 5). CPS asked Ms. Marrero how much did she drink. Ms. Marrero reported that she drank 8 bottles. CPS asked Ms. Marrero

The mother reported that she have 6 son by Lewis Polanco. Ms. Marrero reported that she has no contact with Mr. Polanco. Ms. Marrero reported that Mr. Polanco is in Dominican Republic. Ms. Marrero reported that she is not in a relationship with Mr. Polanco. Ms. Marrero reported that she left the father 3 years ago as a result of domestic violence. CPS asked Ms. Marrero how long she was in a relationship with Mr. Polanco. Ms. Marrero stated that she was in a relationship with the father for 21 years. CPS asked Ms. Marrero when the domestic violence started with the father. Ms. Marrero reported in the beginning of their relationship. CPS asked the mother if the children were ever exposed to the domestic violence. Ms. Marrero stated no. Ms. Marrero reported that she was in a DV shelters for two years with the children. Ms. Marrero reported after the got her apartment she forgave the father and allowed him to reside with her hoping that he had changed however the abused continues. Marrero what happened 3 years ago that cause her to end the relationship. Ms. Marrero reported that the father once again assaulted her and the police told him he has to leave the home. Ms. Marrero reported that her adult children are in college and the father does not know. The mother reported that he son Angel went away at College of Mount Saint Vincent.
CPS asked Ms. Marrero if any of the children have any medical or mental health concerns. The mother reported that the child Joe has a speech impairment and receive speech therapy at school. The mother also reported that she receive $700 in disability for the child.
Ms. Marrero reported that she is diagnosed with depression and received $700 from disability. Ms. Marrero reported that she attends counseling and Woodhull hospital 3 times per week. Mr. Marrero reported that she has been receiving counseling for 20 years. CPS asked the mother if she is on any medication. Ms. Marrero reported that she is currently taking Seroquel and Omeprazole 20mg. CPS observed the Omeprazole in the home. The mother reported that she have to get a refill of Seroquel.
Ms .Marrero reported that her therapist is Ms. Obrien and her psychiatrist is Aliya Bekbolatova. The mother reported that she does not have the numbers for the providers. Ms. Marrero reported that CPS can call Woodhull and ask to be connected to

    Most of the time the neighbor would come to Berry’s house to watch the child. On November 6, 1998 Jamie needed to go to a meeting. Jamie had not talked to Berry that day because he was very busy. This is one of the most popular health and human services in Texas. CPS is widely known for their unwaivable desire to go to any measure to protect a child. Even though they are determined to bring justice, there are still some flaws that plague this program.     CASA is one such organization. They are a separate entity that evaluates the home situation of a family after the reunification process. This is a great idea because they can see things that others may miss. However, they are not a direct employment of CPS. They report back to them, but unless a judge chooses to reopen the case, their findings may not be enough! More research needs to be done to evaluate the specific circumstances of various groups of children that enter the CPS system. Very few studies have been done to date, but many are already seeing patterns with certain races and mental illnesses that continue to enter and reenter the system. The reunification policy is in serious need of reevaluation. The needs and safety of a child need to be placed above the rights of a parent. “The child has a chance when his/her right to physical safety is weighed against the parents’ right to the child. However, when it is the parents’ right to their child pitted against their responsibilities of parenting the child for his/her long-termmental health, and contribution to the community, the parents’ rights usually take precedence.” More worth needs to be placed on the child’s head.
