This proposal is focus on popularize cosplay culture in Hong Kong through developing the Cosplay Competition in Ani-Com Games Hong Kong (ACGHK) as a cultural and economic event. Cosplay in Asia is first start and lead by Japan in 1970s and rapid growth in the number of people cosplaying as a hobby since 1990, while it only start in Hong Kong in 1993, it’s not so popular that community alienation makes the cosplayer can’t enjoy their interest with ease and even losing identification. Goals of developing the competition as a cultural event is to foster cosplay culture development in Hong Kong, raise identification of cosplayer and popularize cosplay culture in Hong Kong and let more people be able to participate in the competition. As an economic event, the goals are to foster tourist interested in cosplay culture, use the event to maximize venue efficiency, use the event in place marketing and as leverage events for economic development in clothes manufacturing and make-up products industry. In the proposal, the government is advised to develop funding program for the cosplay event such as facilitating the event host, sponsorship program for local cosplayers and invite overseas cosplay teams to Hong Kong participating the competition. The government also has to be reminded that when implementing this proposal into the event, there’s a needs to balance the benefit of other interest group being inhibited. As conclusion, the benefit of implementing this proposal into ACGHK will be tourism growth, economic growth of clothes manufacturing and make-up product industry, popularized of cosplay culture in Hong Kong and social cohesion between teenager and adult.

The Ani-Com Games Hong Kong (ACGHK) is an entertainment and book fair focusing on animations, comics and electronic games in Hong Kong starting from 1999. It is held annually in Hong Kong Convention and Exhibition Centre usually in August. In ACGHK there are exhibition and selling of comic-related, animation-related and games related products. There are also some competitions such as dance competition and cosplay competition in the event. Cosplay is an activity in which participants wear costumes and accessories to represent a specific character, favorite sources include anime, comic books, video games and films. The internet has enabled many cosplayers to create social networks and websites centered around cosplay activities, while forums allow cosplayers to share stories, photographs, news and general information. In Japan, there is a rapid growth in the number of people cosplaying as a hobby since 1990 has made the phenomenon a significant aspect of popular culture. In Hong Kong nowadays, many teenagers had get in touch with comics and were highly influenced by the characters, some of them will buy or even made the costume of the characters, wearing on the costumes to impersonate them as their interest, but when people wearing costume walking on the street are always labeled as aliens or not to attend to their proper duties. It makes the cosplayer can’t enjoy their interest with ease and losing identification. To change the public’s perception of cosplay culture, government can input more support on the event such as give more funding, provide more venues for competitions, allow and help invite overseas cosplay teams to Hong Kong. This make the local citizens know more about the event, build up the image of cosplay as a normal interest and can benefit in tourism as overseas teams from different counties come and join the event....
