This scientific paper aims to model the rate of deaths caused by conditions originating in the perinatal period per province in the Philippines in the years 2006 and 2009. It aims to generate a regression model of the said rate as a function of institutional variables and to establish which of these variables will have significance in the study. The model was determined using panel data analysis procedures. Six out of the ten initial independent variables were found best in explaining the dependent variable. A series of tests was utilized in verifying the assumptions of classical regression analysis. The model was found to explain 71.78% of the total variability of the rate of deaths caused by conditions originating in the perinatal period.

Introduction
Defined as “conditions which have their origin in the perinatal period even though death and morbidity occurs later”, conditions originating in the perinatal period include
a) Fetus or newborn affected by maternal conditions which may be unrelated to present pregnancy b) Fetus or newborn affected by maternal complications of pregnancy
c) Fetus or newborn affected by complications of placenta, cord, and membranes
d) Fetus or newborn affected by other complications of labor and delivery
e) Slow fetal growth and fetal malnutrition
f) Disorders relating to short gestation and unspecified low birth-weight
g) Disorders relating to long gestation and high birthweight
h) Birth trauma
i) Intrauterine hypoxia and birth asphyxia
j) Respiratory distress syndrome
k) Other respiratory conditions of fetus and newborn

    When an infant dies unexpectedly they are given the classification of SUID for their death. After a thorough investigation of the child’s death “SUID” can be changed to either suffocation, entrapment, infection, ingestion, metabolic diseases, cardiac arrhythmias, trauma, or finally SIDS.
