Demeter and Persephone is a myth about Persephone being abducted by Hades. Once she is abducted the

mother Demeter makes the weather horrible for everyone because she is sad because she lost her daughter.

Later Hades gives her back because she isn't happy but she ate three seeds so she leaves to visit Hades for

three months and it snows when she is gone because the mom is sad she is gone.
This would explain the three seasons because of the fact that Persephone leaves for the three months are winter and when she comes back it turns into spring.
Aphrodite has the power because she can make anyone fall in love with anyone. Hades does not have this power because he is the god of the underground and not the god of love.

The word you in this context means that Demeter thinks that Zeus has the power to get her daughter back from Hades and this means that Zeus has the power in this quote.
Zeus has the power in this situation because Hermes is suggesting ideas to Zeus which shows that he is telling Zeus things that he could do because he has the power to decide the outcome.
The word Perhaps shows that Hermes is only suggestiong ideas to Zeus and not enacting them which also proves that Zeus has the power in this scenario because he captured Penelope.
