Professional and ethical standards
Context
Purpose The Victoria Police mission is to provide a safe, secure and orderly society by serving the community and the law. Our members have a duty to preserve the peace, protect life and property, prevent offences, detect and apprehend offenders and help those in need of assistance. Because of this mission and the important role that Victoria Police plays in the community, employees are entrusted with considerable authority and responsibility. In turn, the community expects Victoria Police employees to use this authority professionally, fairly and with the highest level of integrity. Your conduct on or off duty reflects on the reputation of Victoria Police. In taking on the authority and responsibility that comes with being a Victoria Police employee, you are held to a higher standard of conduct in both your public and private lives and are more open to public scrutiny than many other members of the public. Our Professional and Ethical Standards are provided to support you in meeting these expectations and outlines what the organisation considers to be professional and appropriate behaviour. These Standards reflect and reinforce the tenets of the Code of Ethics and Organisational Values. Code of Ethics Victoria Police employees are expected to commit to the highest ethical standards, as espoused in the code of ethics. I uphold the right in my role within Victoria Police by acting impartially, with integrity and by providing service excellence to everyone.

    According to the American Institute of CPAs (AICPA) Code of Professional Conduct, Section 102 is Integrity and Objectivity. Rule 102 states that “in the performance of any professional service, a member should maintain objectivity and integrity, shall be free of conflicts of interest, and shall not knowingly misrepresent facts or subordinate his or her judgment to other” (http://www.aicpa.org). Mr. John Irwin made materially false and misleading statements to existing and potential investors in connection with a Ponzi scheme and failed to disclose to investors that he was receiving a percentage of fees as compensation for helping to establish the fund. From February 1995 to December 2008, it was alleged John Irwin participated in a multi-million dollar Ponzi scheme orchestrated by Joseph S. Forte by soliciting investors for Forte LP and performed back office and bookkeeping functions for Forte LP that including creating and issuing to investors false quarterly statements and tax documents prepared based on false information provided by Forte. Mr. Irwin disregarded red flags that should have alerted him that the information he was passing on was false which over time allowed him to receive ill-gotten gains exceeding $5 million in purported fees and trading profits. John Irwin violated section 102.01 knowing misrepresentations in the preparation of financial statements or records and section 102.02 conflicts of interest. Mr. Irwin made false and misleading entries to the statements and records and failed to correct his mistakes and knew what he was doing was wrong. Since he was also receiving compensation for helping to establish a fund, that puts him as a conflict of interest because he now has a relationship with this company and will do whatever it takes to make this company look good financially.     Relativists argue that there is no absolute law that gives guidance as to what is right or wrong. What is ethical or unethical depends on the individual or their culture such that what is unethical to one person can be ethical in another person’s culture. With relativism, one cannot pass judgment on another person’s moral standards using their own standards; they can only accommodate the other person’s point of view as everything is right and ethical relative to a particular culture or even an individual (“Ethics and social responsibility”2010). Goodman (2010) argues that relativism cannot and should not be a standard for morality. Some things are simply wrong regardless of an individual’s beliefs or even culture. Every society determines its rules and compromises and absolute laws cannot be made without compromising some cultures ethical stands; however, principles are principles and some things cannot be relative.
