I. INTRODUCTION

This study is mainly based on our field survey conducted. Explore the potentials for Community Based Sustainable Tourism (CBST) to develop the one of the six tourism circuits in Puerto Princesa. To accelerate the economic growth and development, as of now the City Tourism Office are preceding for the development of a one Tourist destination circuits putting emphasis on Community-Based Sustainable Tourism (CBST) Projects. Maoyon River Cruise and Rafting is one of the most popular Domestic Tourist Attraction in Puerto Princesa. The Barangay Maoyon was located at the Northeast part of the city. There are some popular tourist attraction and destination nearest in the area such as Ugong Rock, Underground River one of the new seven wonders of nature, Batak Cultural village & Center, Salvacion View deck, Olanguan Waterfalls and Many Beach resorts along the Barangay Babuyan to Binduyan stretch. A large number of tourists arrival in City annually, foreign and local, travel through the city to reach such popular destinations making little or no tangible contribution to the City. They seem really impressed with what the City could offer for them. Overwhelming majority of them even does not hang around for a while in the tourist destination and to spend some money to buy local products and services.

The maximization of tourist satisfaction, maintaining of the ecological balance, and well-being of the community members are considered as the fundamental requirements to achieve sustainable tourism development. Sustainability is on the balance, if community’s well-being is overlooked and benefits are siphoned by a few alien interested individuals. Puerto Princesa has a huge amount of tourism resources and until now is one of the popular Tourist destinations not only local but also International. The City well known as a City in the Forest, Eco-friendly & bio-diversity and the last frontier. However, until now the country has promoted CBST green tourism practices paying little or no attention to its environmental impact and benefits trickling down to the bottom of the society. This Study intends to explore the potentials and possibilities to promote CBST in Barangay Maoyon and its surroundings. The study will focus on the capacity of the communities, natural and manmade resources, and institutions, merits/demerits of the destination sites in the district, administrative and policy environment, and infrastructure facilities etc to a successful launch of CBST. It will finely formulate Strategic plans, prudent policy initiatives, entrepreneurial and community awareness Programs that would be extremely helpful to address the possible challenges and to Exploit the warranted potentials of tourism within the Tourist area in a sustainable manner.

Community-based sustainable tourism (CBST) associates the success of the sustainability of the ecotourism location to the management practices of the communities who are directly or indirectly dependent on the location for their livelihoods. A salient feature of CBST is that local knowledge is usually utilized alongside wide general frameworks of ecotourism business models. This allows the participation of locals at the management level and typically allows a more intimate understanding of the environment. The use of local knowledge also means an easier entry level into a tourism industry for locals whose jobs or livelihoods are affected by the use of their environment as tourism locations. The involvement of locals restores the ownership of the environment to the local community and allows an alternative sustainable form of development for communities and their environments that are typically unable to support other forms of development.

Financial Matters

Financial aspect could be considered as the center of gravity in any commercial venture in the modern liberal economic environment. The underlying philosophy of the CBST is not essentially promoting the profit maximization motive but fair profits plus environmental and social responsibility. Three major financial concerns have to be addressed in the process of CBST promotion.

The City Government has to take the collective responsibility regarding the infrastructure
Development, while only marginal areas are given to the private investors. Transport,
Electricity, water supply, telecommunication are the most critical areas in this regard.
Transportation going to the area is very accessible that’s why the area was very possible to promote and be the next popular tourist destination someday. By developing the tourism industry or any other sector in this City. A few alternative strategies could be implemented to counter this situation to a great extent.

And also Livelihood program to make and developed their local products for community benefits to have extra income. This program is great help to the people of barangay to earn money through their creative products to offer and be proud to our man made unique products not only by tourist but also in all fellows Palaweῆo.
Residence of the Barangay will be priorities to be a part of seller and producer in floating Market.

VI. CONCLUSION

Tourism is adopted as a common development strategy in rural areas for its potentials for job creation and generating additional income for floating market livelihoods. However, the impacts of CBST development may vary between rural communities in Barangay Maoyon sites. We can’t generalize either positive or negative experiences from one place to another and destinations are not an exception in this concept. Tourism in Maoyon River sites is considered in this research as one of the livelihood strategies that can help with diversification of livelihood strategies without a dominant role. On the whole, it is resulted that maximizing the number of tourists or increasing tourism revenue does not necessarily enhance means of people’s livelihood in the rural without considering the sustainability aspects of tourism development and consideration of local priorities. As major concerns, tourism is expected to introduce new jobs and development opportunities to destinations. This will happen if tourism livelihood success to add enough attraction to rural lifestyle of Barangay Maoyon communities. As a Feasibility study for this research, Maoyon River is one of the Biggest River in the city and one of the popular for Tourist attraction. Maoyon River Cruise where the local community of Baranggay succeeded to attract people to the area since they have adopted community based sustainable tourism, creating new sources of income for local people. The biggest challenge of People in the community as the pioneer of saving the river and preserve it. Through Tourism in Puerto Princesa is at first to keep newly introduced tourism enterprises sustainable itself and then, to attract tourists to the area by creating enough CBST tourism facilities. Management of negative environmental impacts of tourism is not a priority yet as tourism development is in an early stage in Maoyon River and natural resources are still underused but it needs to be considered as an inseparable part of Community based sustainable tourism development.
