Case Study
Developing an Educational System in the Pamantasan of Cabuyao

SUMMARY
Pamantasan ng Cabuyao is having a problem, because they need a new materials and facilities on their school. Many students that I interviewed that lacking of material and a facility like Comfort Room is one of the biggest problem on their school.

BACKGROUND
The Pamantasan ng Cabuyao (or University of Cabuyao) is a university in Cabuyao City, province of Laguna, Philippines. It was founded by the former Mayor Etok Aguillo, through the enactment of Municipal Ordinance 2003-059 approved on April 16, 2003.

The problem is many students of Pamantasan ng Cabuyao need a good facilities and materials on their school. According to my research and survey the school needs:
Chairs
Ventilator
LCD Projector
Laboratory Materials
In terms of Facilities, Pamantasan ng Cabuyao is lack of Comfort Room and Laboratory.
And all of these are because of lack of fund in this school.

For each element, there is a set of action steps. These are:
During laboratory, the students bring their own materials.
In lack of materials, the Dean’s Office of Pamantasan ng Cabuyao is sent a letter to the Government Office of City of Cabuyao Laguna to enhance their funds to buy a new material.
Also the management of Pamantasan ng Cabuyao is sent a letter to the Government for their Facilities.
According to my source the Government respond on the additional funds on their school for their materials, but this is not enough. At the same time, the Facilities are still the same.

Schmidt, a South Carolina citizen, sued Wachovia Bank in a South Carolina state court for fraudulently inducing him to participate in an illegal tax shelter. Wachovia is a national bank with its main office in North Carolina and branch offices in several other states, including South Carolina. Under federal diversity jurisdiction, federal courts can hear cases in which the parties are citizens of different states. Wachovia filed a petition in Federal District Court, seeking to compel arbitration of the dispute. After the petition was denied on the merits, Wachovia appealed to the Fourth Circuit Court of Appeals, which dismissed the case for lack of jurisdiction. Under 28 U.S.C. Section 1348, national banks are "deemed citizens of the States in which they are respectively located." The Circuit Court interpreted "located" to mean any state where the bank has a branch location. Noting that the statute uses both "located" and "established" to refer to the presence of a bank, the Circuit Court determined that a national bank is "established" in the state where its main office is located, and "located" in every state where it has a branch office. Therefore, under the Fourth Circuit's reasoning, Wachovia was "located" in, and a citizen of, South Carolina (as well as several other states with branch offices). Since both parties, Schmidt and Wachovia, had South Carolina citizenship, the Circuit Court dismissed the case for lack of diversity jurisdiction.…

Currently the school is in a bit of disarray. The physical plant is not taking care of the issues that were affecting the school. There is furniture in the hallways and the building reeks of urine. The current administration is lacking as well. The current record keeping is a mess. There is no real structure to ensure record-keeping or to keep track of students’ academic achievement or advancement. An even bigger problem is that there is no accountability for the teachers. Teachers are also straying away from the core SOLs, they take field trips that are not related to subjects at hand. Logistically speaking, grade levels are not in the same wings providing a deterrent for engaging teachers to help one another, and student interaction. Another issue is that students are not scoring well on the SOLs.…
