The Union Budget was released yesterday. Here are the highlights.
* Tax slab on personal income remains unchanged
* Income tax exemption limit raised by Rs 50,000 to Rs 2.5 lakh and for senior citizens to Rs 3 lakh
* Exemption limit for investment in financial instruments under 80C raised to Rs 1.5 lakh from Rs 1 lakh.
* Investment limit in PPF raised to Rs 1.5 lakh from Rs 1 lakh
* Deduction limit on interest on loan for self-occupied house raised to Rs 2 lakh from Rs 1.5 lakh.
* Kisan Vikas Patra to be reintroduced, National Savings Certificate with insurance cover to be launched
* Long term capial gain tax for mutual funds doubled to 20 pc; lock-in period increased to 3 years
* Mandatory wage ceiling of subscription to EPS (Employee Pension Scheme) raised from Rs 6,500 to Rs 15,000
* Minimum pension increased to Rs 1,000 per month
* LCD, LED TV become cheaper
* Cigarettes, pan masala, tobacco, aerated drinks become costlier.
* 5 IIMs to be opened in HP, Punjab, Bihar, Odisha and Rajasthan
* 5 more IITs in Jammu, Chattisgarh, Goa, Andhra Pradesh and Kerala.
* 4 more AIIMS like institutions to come up in Andhra Pradesh, West Bengal, Vidarbha in Maharashtra and Poorvanchal in Uttar Pradesh
* Govt proposes to launch 'Digital India’ programme to ensure broad band connectivity at village level
* Kisan TV for farmers, Arun Prabha TV for northeast.
* National Rural Internet and Technology Mission for services in villages and schools, training in IT skills proposed
* Govt proposes Ultra Modern Super Critical Coal Based Thermal Power Technology
* A project on the river Ganga called ‘Jal Marg Vikas’ for inland waterways between Allahabad and Haldia; Rs 4,200 crore set aside for the purpose.
* EPFO to launch the “Uniform Account Number” Service for contributing members.
* New programme “Neeranchal” to give impetus to watershed development in the country with an initial outlay of Rs. 2142 crores.
* Beti Bachao, Beti Padhao Yojana to generate awareness and help in improving

    The Direct Tax Code Bill 2010, tabled by the Ministry of Finance in the last session of Parliament, would appear to be the latest spanner in the works. The future of tax exemptions -- the most attractive feature of the SEZ policy for new units in SEZs -- looks bleak as the DTC threatens to withdraw location-specific exemptions from the dividend distribution tax or minimum alternative tax for SEZs in the country. Further, the DTC has proposed a substitution of the profit-based incentives prevalent under the existing provisions of the Act with investment-based deductions for SEZs notified on or after April 1, 2012.     GANGA ACTION PLANThe Ganga action plan was, launched by Shri Rajeev Gandhi, the then Prime Minister of India on 14 Jan. 1986 with the main objective of pollution abatement, to improve the water quality by Interception, Diversion and treatment of domestic sewage and present toxic and industrial chemical wastes from identified grossly polluting units entering in to the river. The other objectives of the Ganga Action Plan are as under. Control of non-point pollution from agricultural run off, human defecation, cattle wallowing and throwing of unburnt and half burnt bodies into the river .Research and Development to conserve the biotic, diversity of the river to augment its productivity. The ultimate objective of the GAP is to have an approach of integrated river basin management considering the various dynamic inter-actions between abiotic and biotic eco-system. First phase of GAP it has generated considerable interest and set the scene for evolving a national approach towards replicating this program for the other polluted rivers of the country. * New technology of sewage treatment like Up-flow Anaerobic Sludge Blanket (UASB) and sewage treatment through afforestation has been successfully developed. * Rehabilitation of soft-shelled turtles for pollution abatement of river have been demonstrated and found useful. * Resource recovery options like production of methane for energy generation and use of aquaculture for revenue generation have been demonstrated. * To act as trend setter for taking up similar action plans in other grossly polluted stretches in other rivers.Notwithstanding some delay in the completion of the The Government of India proposed to extend this model with suitable modifications to the national level through a National River Action Plan (NRAP). The NRAP mainly draws upon the lessons learnt and the experience gained from the GAP besides seeking the views of the State Governments and the other concerned Departments/Agencies.Under NRCP…
