On 01/15/2016 at approximately 1800 hours I witnessed Nicholas Ogburn (Arrestee) traveling west on broad Street. Mr. Ogburn turned left going into BP (1325 Broad Street) running over the median and headed into on coming traffic before entering the PVA of BP. Upon witnessing Mr. Ogburn driving careless and reckless I initiated a traffic stop in the PVA of BP and approached his vehicle and asked him for his license and registration. He provided his license and could not find his registration after searching for it for several minutes. I asked Mr. Ogburn why he ran over the median heading into on coming traffic to get to BP and he stated that he just came from his job at Tilley Brothers Body Shop (1200 Broad Street) and was getting cigarettes and was in a hurry to get back to close the store. …show more content…
Ogburn and asked him to step out of the vehicle. I patted Mr. Ogburn and took a screw driver and pocket knife off of his person and placed him in handcuffs for officer safety and asked Mr. Ogburn several times if he had Marijuana in his vehicle. He stated that he did not and I would not find any if I searched his vehicle. I then placed Mr. Ogburn in the back of my patrol car with the door open and upon searching his vehicle I found an already smoked joint sitting on top of the center console. Further searching his vehicle I removed the cup holder and found .69 OZ of Marijuana. When I showed the Marijuana to Mr. Ogburn he stated that it was not his when it was concealed in his vehicle and I placed him under arrest at approximately 1815 hours. When I placed Mr. Ogburn under arrest he then stated he was doing community service already for a possession of Marijuana

We were assisted by the officer in-charge in registration, hand our key in our respected room and gave our training kit. Program starts at 9am. We rose from our chairs as the AVP of the prayer plays afterwhich is the singing of National Anthem. Ms. Jebra Maris M. Branzuela, FSG President, delivered her Welcome Remarks. Ms. Froilan S. Soriano, FSG Adviser, roll-called and present the participants in each satellite campus. Just to break the silence dimmed, one of the students in PSU Lingayen rendered his version and style in singing of I will survive. Before giving his message of thoughts, Dr. Victoriano C. Estira requested everyone to stand and do a warm-up activity as he spearheaded by acting and singing on it, with this activity everyone had a chance to meet the participants in the said event. After the motivation, the University President , gave his inspirational message. A man is not as big as his belief in himself: he is big as the number of people who believe in him coined in the personality of the President. Dr Artemio M. Rebugio, Vice-President Business and Resource Generation, delivered his short yet concise message to the participants. Another intermission of talent has been witnessed and heard as PSU Binmaley Campus, showcased his vocal prowess. After the nerve wracking talent, Mr. Prince Lee P.
