Chapter I

Introduction

1.1 History of Organization

Pontevedra Peoples Multi-Purpose Cooperative former Pontevedra Vendors Development Cooperative Inc. (PVDCI), Organized in 19, 1989 through the help of DTI Capiz, NAMVESCO and LGU-Pontevedra. It was located in Rizal St., Pontevedra, Capiz. It was founded by Manuel T. Icang with 28 members composed of merchandisers and stall holders and 4 part-time personnel. It offered only Savings and Credit Services. Initial paid-up capital was 10,800 pesos and a membership fee of 50 pesos. Registered with BCOD in Jan 15, 1990 and confirmed by CDA in April 8, 1991 and Re-registered with CDA in Dec. 28, 2009. It offered scholarships programs in partnership with LGU-Pontevedra utilizing the proceeds of public CR. In 1996, PVDCI accepted members from different sectors. In 1998 a service provider for Non-formal education in selected barangay’s of Maayon, Capiz in partnership with DepED. And In 2004, operate cable TV business with the help of VICTO, PCF, Bugasong MPC and Barbaza MPC. After 20 years, PVDCI inaugurated the newly refurbished office in November 8, 2010. It operates an ATM business in partnership with ENCASH and SEED Finance Corp on November 13, 2010. Launched Smart Money Center on March 18, 2012 and opened a satellite office in Panitan, Capiz. General Amendments of Articles of Cooperation and By-Laws were approved last Feb 13, 2012 and changed its name from “Pontevedra Vendors Development Cooperative, Inc.” to “Pontevedra Peoples Multi-Purpose Cooperative” (PVDCI). Now it has total assets of 33 million pesos with 774 regular members composed of vendors, farmers, fisher’s folks, drivers and operators, government and private employees and elected officials.

    The Medical Billing Process is composed of ten different steps, each as equally important as the next. These ten steps are pre-register patients, establish financial responsibility, check in patients, review coding compliance, review billing compliance, check out patients, prepare and transmit claims, monitor payer adjudication, generate patient statements, and follow up payments and collections. When you bill a patient you want to be sure that you are not only doing it correctly but that you are charging or sending the bill to the right person whether it be the patient or the patients’ insurance company. With the ten steps to the medical billing process you want to make sure that you are doing it in the correct order. First you want to make sure that you are pre-registering the correct patient and that you are inputting their information as well as their insurance information in the system correctly. After this has been completed you are now able to schedule appointments for this patient. The next step in the process is to establish financial responsibility (who is paying for the medical bills), whether it be the patient or the insurance company. If the insurance company is assuming financial responsibility you want clarify what insurance plan the patient is falling under as well as what procedures are not covered and what financial responsibilities the patient may have (copayment). After all of this is complete, then comes checking in the patient. When checking in new patients, they need to fill out a detailed medical information sheet that will be kept on file and if they are not a new patient all they will do is review this sheet to see if anything has changed or needs to be updated. You also what to obtain a copy of their insurance card, both front and back and keep this on record as well. All medical diagnosis and procedures are given a medical code, these codes are extremely important when it comes to step four of the process, review coding compliance.…

As our country is still developing and the government resources are limited, new ideas and strategies such as partnerships are needed. This highly evolved development strategy is nowadays termed as Public Private Partnerships (PPPs), is a cooperative venture between the public and private sectors in the provision of goods or services which is traditionally provided by the state (Ricote & Fabella, 2006).
