Case Review: BAE Automated Systems

Read Case, Answer the following questions. Most importantly be prepared for class discussion!!!
1. Evaluate the implementation of the Denver International Airport Baggage Handling System.

In my opinion, the implementation of DIA baggage handling system was classic failure of poor cooperation. BAE used to enjoy a worldwide reputation as a baggage system builder. The company realized the risk of the complexity of the project as they mentioned. However, the management job was a total disaster. Even a truck cannot be moved propriety. Using any standard or view, this project’s failure was predictable.

2. What do you believe were the top 3 factors that contributed to the project's failure?

The first factor I think is the changing plan. This DIA project was obviously complex and decision should be made after carefully consideration. At first, the management asked the Airline Companies to develop their own baggage handling system. The original plan was changed in the summer of 1991. The limited time seemed already a problem for a complex system.
Underestimated complexity was the second factor. Many analyses have been mentioned before and during the project. Finished the project on time became impossible.
The third factor was the limited budget. From the description of case, this project’s cash flow was tight. The basic knowledge of project management, no one can break the triangle law.

3. Who do you feel is most at fault (Pena, Webb, DiFonso, others)?

To be honest, I believe to say which one should take the biggest responsibility. All of them were trying to do what they think was right. I think maybe the biggest fault was come from the Project management team of DIA. As the project manager, DI Fonso seem need to take some credit. Chief Airport Engineer Slinger became a problem solver but his replacement, Gail, didn’t do a same good job as him.
